- Gateway Arch National Park St. Louis, MO 63102 REQUEST FOR SOURCES ONLY - Responses to this Sources Sought are requested from the following socio-economic categories: (1) Small Business concerns (2) SBA certified Small Business HubZone (HUBZone) concerns (3) Service Disabled Veteran Owned Small Business (SDVOSB) concerns (4) Economically Disadvantaged Women-Owned Small Business (EDWOSB) concerns under the WOSB Program (5) Women-Owned Small Business (WOSB) concerns under the WOSB Program FOR SOLID WASTE COLLECTION (NAICS Code: 562111, Small Business Size: $38.5 million) This is a Sources Sought synopsis only and not a pre-solicitation notice OR a solicitation. Pursuant to FAR Part 10, Market Research, this survey is to determine the availability, interest, and capability of qualified potential commercial sources (from the socio-economic categories listed above) to provide solid waste collection services at the Gateway Arch National Park located in the City of St. Louis, Missouri. The anticipated requirement would be for the Contractor to provide refuse collection along with providing associated equipment, personnel, supervision, quality control, and other incidental items and services to successfully perform the work of such a contract. The contract would be for one base year with four (4) one-year options. Options would not be guaranteed. Pick-ups would be made at one location at the Arch grounds. Containers are to be provided by Contractor and are to be placed at the designated location. Containers would be one (1) 8 cubic yard covered refuse container for trash and waste, and one (1) 8 cubic yard covered recycling container. Pick-up frequency will be on a seasonally scheduled basis. - Three (3) days per week (Mon, Wed, Fri) from Labor Day to March 1st, - Four (4) days per week (Mon, Wed, Fri, and Sat) from March 2nd to Memorial Day, and - Six (6) days per week (Mon, Tue, Wed, Thu, Fri, and Sat) from Memorial Day to Labor Day Again, the above solid waste collection requirement is anticipated, and the actual solicitation, if and when posted, may differ somewhat from the anticipated requirement. There is no set-aside determination at this time. This Sources Sought Notice is neither a request for quotes nor a solicitation of offers; nor does it represent a promise to issue an RFQ or RFP in the future. Information received will be considered solely for the purpose of determining an appropriate set-aside for a solicitation, if and when issued. That is, to determinate a set-aside that would be most likely to generate adequate and competitive interest among eligible firms. Responses to this Sources Sought are not quotes or offers and cannot be accepted by the Government to form a binding contract. Please be advised the Government will not pay for any information or administrative costs incurred in response to this Sources Sought; all costs associated will be solely at the responding party ™s expense. All submissions become Government property and will not be returned. Not responding to this Sources Sought does not preclude participation in any future solicitation if one is issued; however, not responding could result in the Government rendering a determination not to set the procurement aside for a particular socio-economic concern due to lack of interest. Response must provide clear and concise documentation which evidences the respondent ™s bona fide capability to provide this service. The respondent must provide: 1) A capability statement along with brochures/literature/website that addresses the respondent ™s/organization ™s qualifications and ability to provide the service described herein. 2) Include a brief resume of past performance which supports your qualifications and capability to provide the product specified. Include references ™ contact name, phone number, email address and description of the service that was provided. Provide a minimum of three (3) references. 3) Responses should contain the Respondent ™s Company Name, Address, Point of Contact, DUNS Number, Cage Code, Phone Number, Email Address, a statement as to whether your company is domestic or foreign owned, and the is a Small Business concern under the NAICS Code 327390 small business size standard. 4) All proprietary information that is not to be disseminated in follow-on Government documents must be clearly identified in the Respondent ™s response. Responses must be received no later than 3:00 p.m. central time on Friday, April 20, 2018. Submit responses to Michael Bochenek via e-mail at michael_bochenek@nps.gov. Respondents are advised that if you are unable to provide the aforementioned described service, please do not respond to this Sources Sought. It is the responsibility of the interested parties to monitor the FedBizOpps and FedConnect websites for additional information which may be posted pertaining to this Sources Sought.
