Notice of Intent to Sole Source 1. Solicitation Number: W81XWH18Q1112 2. Sole Source Title: Innovive, LLC. RS35-5-7-35K Innorack & V3.5 HVAC Kit 3. Agency: U.S. Army Center for Enviornmental Health Research (USACHER) 4. Contracting Office: U.S. Army Medical Research Acquisition Activity (USAMRAA), Fort Detrick, Frederick, MD 5. Location: Fort Detrick, Maryland 6. Description: The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to award a sole source Firm-Fixed Price supply contract to Innovive, LLC., located at 10019 Waples Court, San Diego, CA 92121-2962 (DUNS: 623295214; CAGE Code: 4M4H1). The statutory authority permitting the acquisition of this requirement by other than full and open competition is 41 U.S.C. 1901. The Federal Acquisition Regulation (FAR) citation is 13.106-1(b)(1)(i) and the FAR citation title is "Only one source reasonably available based on only one supplier with unique capabilities". 7. Background: The U.S. Army Center for Enviornmental Health Research (USACHER) develops surveillance capabilities to detect, assess, and prevent health effects from adverse environmental, physiological, and psychological exposures. USACHER protects the health of Soldiers from environmental and mission-related health threats throuch innovative science. The US Army Center for Environmental Health Research (USACEHR) develops surveillance capabilities to detect, assess, and prevent health effects from adverse environmental, physiological and psychological exposures. 8. Scope and Purpose: This requirement is for the purchase the purchase of the Innovive RS35-5-7-35K Innorack & V3.5 HVAC Kit. The USACEHR requires an additional cage rack for holding individually ventilated cages for housing rats. The caging rack will be placed in the USACEHR vivarium and must meet currently available size, power, and HVAC capabilities. The IVC rack will need to be compatible with Innovive Innocage Rat cages, as those cages are currently used in the USACEHR vivarium. The rack will be equipped with an HVAC hookup kit, compatible with the exhaust air ducts at USACEHR. Innovive Innorack (item # RS35-5-7-35K) and the Innovive HVAC kit (item # SS-EXHST-35B) fit our requirements. 9. North American Industry Classification System (NAICS) Code: The NAICS code for this requirement is 339999 All Other Miscellaneous Manufacturing -- are classified in U.S. Industry as a other than small business size standard 500. 10. Anticipated Period of Performance: The anticipated delivery period is 30 days after contract award. 11. Information to Industry: This is a Notice of Intent to Sole Source for informational purposes only in accordance with (IAW) Federal Acquisition Regulation (FAR) 5.201 and not a request for competitive proposals. Therefore, no solicitation document exists for this requirement. Interested parties should submit a Capability Statement and pricing information for this requirement within five (5) days of public notice to be considered by the Government. A determina¬tion to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Responses received will be considered solely for the purpose of determining whether to conduct a competitive requirement. 12. Response Due Date: Interested vendors should submit the Capability Statement in response to this Notice of Intent to Sole Source electronically by 1 P.M. Notice Closes: This Notice of Intent to Sole Source closes on 20 April 2018 at 1 P.M. (EST). 14. Confidentiality: No proprietary, classified, confidential, or sensitive information should be included in response to this notice. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). MECS The minimum essential characteristics (MECs) are as followed: Innovive Innorack System& HVAC Kit: 1. Caging system must be single sided. 2. Caging system must have blowers on both the exhaust and supply air. 3. Blowers must be attached to the rack to allow movement of entire system, but must also be easily detachable by an end user. 4. Caging system must have a digital controller for blowers. 5. Caging system must be capable of maintaining positive and negative air pressure in cages. 6. Caging system must be capable of 70 air changes per hour (ACH). 7. Caging system must provide dual HEPA filtration. 8. Caging system must have wheels. 9. Each rack must hold 35 rat cages in a configuration of 5 cages wide by 7 cages high. 10. Dimension of system with blowers may not exceed 80" x 24" x 84" (l x w x h). 11. Caging system must be able to connect to the house HVAC through a 4" round duct. 12. Exhaust line must reach exhaust pipe located above the center of the cage system in the ceiling (9' high). 13. Maximum exhaust flow may not exceed 70 cfm. 14. Unit must include a 9 foot or greater electrical cord with a NEMA 5-15 plug. 15. Unit must operate at 120±10% VAC, 60 Hz, and ≤ 12 A. 16. Acoustic levels in cages when system is operating at 60 ACH: a. < 30 dB at 1-2 kHz b. < 15 dB at 2-5 kHz c. < 1 db at 4-100 kHz 17. Air flow should keep ammonia levels below <30 ppm without changing bedding or cages for 14 days with 2 rats per cage with corn cob bedding and 60 ACH. 18. Air exchange efficiency should allow removal of > 90% contaminates in 2 minutes and > 98% in 4 minutes when operated at 60 ACH. 19. Supply air and exhaust air must be located at opposite ends of the cage. 20. In the event of a power outage, rack must be capable of restart on its own with previously selected operating parameters. 21. Racks must be suitable for disinfection with chlorine dioxide, bleach, and alcohol-based disinfectants. 22. Racks must be compliant with AAALAC guidelines for rats. 23. The rack must be compatible with Innovive Innocage IVC Rat cages, as these are the cages currently being used a USACEHR. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records--Negotiation. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved. (3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law. (e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1)in a subcontract for commercial items. As used in this clause-- Department of Defense Activity Address Code (DoDAAC) is a six position code that uniquely identifies a unit, activity, or organization. Document type means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF). Local processing office (LPO) is the office responsible for payment certification when payment certification is done external to the entitlement system. (b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports. (c) WAWF access. To access WAWF, the Contractor shall-- (1) Have a designated electronic business point of contact in the System for Award Management at https://www.acquisition.gov; and (2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this Web site. (d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the "Web Based Training" link on the WAWF home page at https://wawf.eb.mil/. (e) WAWF methods of document submission. Document submissions may be via Web entry, Electronic Data Interchange, or File Transfer Protocol. (f) WAWF payment instructions. The Contractor must use the following information when submitting payment requests and receiving reports in WAWF for this contract/order: (1) Document type.
