- Requirements & Trade-Ins (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes referencing RFQ Number 12447U18Q0005. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-97. (IV) This solicitation is being issued as a total small business set-aside. The associated NAICS code is 336999 All Other Transportation Equipment Manufacturing. The small business size standard is 1,000 employees. (V) Offers can be submitted in the offeror's standard commercial item format. (VI) The contractor shall provide all materials, labor, equipment, tools, transportation, supervision and expertise necessary, to successfully supply two (2) UTVs meeting or exceeding the attached specifications. In addition, the Forest Service has 2 trade-in vehicles. Pictures and descriptions of trade-ins are attached. Vendor shall accept trade-ins and include the trade-in value with price offer. (VII) Delivery is 30 days after receipt of order. FOB Destination Tombigbee Ranger District Office 6052 Hwy 15 South Ackerman, MS 39735. No forklift or other unloading assistance is available. Trade-ins can be picked up the same location. (VIII) FAR 52.212-1 Instructions to Offerors -- Commercial Items, applies to this acquisition. (IX) FAR 52.212-2 Evaluation-Commercial Items, applies to this acquisition. Offers will be evaluated on price and proposed unit (UTV) meeting or exceeding the government's technical specifications. The Government anticipates making a single award as a result of this solicitation to the responsible offeror whose offer conforming to the solicitation is the lowest priced technically acceptable. (X) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, with their quote or complete the representations and certifications online at www.sam.gov. (XI) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. (XII) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. The following clauses under subparagraph (b) apply: 1, 2, 14, 19, 25, 26, 27, 28, 29, 30, 31, 32, 33, 34, 42, 44, 45, 46, and 56. The following clauses under subparagraph (c) apply: 2, 4, 8. (XIII) Additional contract requirement(s) or terms and conditions: none. (XIV) The Defense Priorities and Allocations System (DPAS) does not apply to this acquisition. (XV) Offers in complete form are due to the contracting office no later than 3:00 p.m. central time, Friday, May 4, 2018. Offerors must submit their offers in complete form via email to gpelch02@fs.fed.us referencing solicitation number 12447U18Q0005 in the subject line.
