Description

The Department of Veterans Affairs intends to solicit and negotiate a Sole Source, Firm-Fixed-Price Purchase Order with one Veteran Owned Small Business (VOSB) source, Solocon Inc. (DBA QuickMedical). The procurement is to upgrade hardware and software upgrade of the existing Natus EEG system at the Portland VA Medical Center Sleep Lab located in Portland, OR. Solocon Inc. is an authorized distributor for Natus Neurology Inc. The North American Industry Classification (NAICS) code for this acquisition is 339112. Solocon Inc is considered an VOSB and is registered in VETBIZ. This procurement will be made under the authority of Other Than Full and Open Competition as authorized by Federal acquisition Regulation (FAR) 6.302-5 and Title 38 U.S.C. 8127 and implemented under VAAR 819.7008. As allowed by 38 U.S.C. 8127, awards to VOSBs can be made on a sole source basis. IAW VAAR 819.7008(b), sole source awards to VOSB concerns, the contracting officer s determination whether to make a sole source award is a business decision wholly within the discretion of the contracting officer. This requirement is for: Department of Veterans Affairs Seattle VA Medical Center 1660 S. Columbian Way Seattle, WA 98108 This notice satisfies the requirement at FAR 5.201(b)(1), to publicize the proposed contract action. This notice of intent is not a request for competitive proposals and no solicitation will be made available. Any responses received will only be considered for the purposes of determining the market place for future procurements and whether to conduct a competitive procurement in lieu of sole source contract described in this notice, and such determination shall be made at the sole discretion of the Government. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement. The Government will not pay for information submitted. This will be the only notice of the Government's intent to solicit, negotiate, and award to one source to satisfy this requirement.
