- MEDHUB Synopsis The U.S. Army Contracting Command - Aberdeen Proving Ground (ACC-APG), Natick Contracting Division intends to negotiate and award a hybrid cost type and firm fixed price type sole source contract to Sierra Nevada Corporation, 444 Salomon Circle, Sparks, NV 89434-9651. Pursuant to the authority prescribed at 10 U.S.C. § 2304(c)(1) and Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Project Management Office - Medical-Evacuation Mission Equipment (PjM MME) is developing Medical Hands-Free Ultra-Wideband (MEDHUB) system. MEDHUB is a single device that automatically captures and stores medical data from multiple patient care devices through a wireless connection. The system must be able to transfer the medical data of a patient from the medical evacuation platform to the receiving medical treatment facility using Blue Force Tracker or Joint Battle Command Platform. Delivery requires access to proprietary technical data in the form of software coding created by Sierra Nevada Corporation under a previous contract. In addition, annual Federal Information Security Management Act and Risk Management Framework support is required for updated image releases, ensuring compliance with Army Regulation 25-2. This requirement includes engineering support for any necessary hardware/software improvements. This is a follow-on contract. Access to hardware/software including drawings and source code are required. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. This special notice is not a request for competitive proposals however, responsible parties purporting to have the necessary qualifications with the ability deliver this item must submit official documentation to this fact. Submission instructions are provided below. The Government will retain comments and information received in response to this Special Notice. Proprietary information should be identified as Company Proprietary. Do not use Government Security classification markings. Questions regarding this Special Notice should be emailed to the point of contact listed below. Responders are encouraged to address their abilities to deliver this requirement within 15 days of this notice. All written responses must be received no later than 1 May 2018.
