- THIS SYNOPSIS IS FOR INFORMATIONAL PURPOSES ONLY. The Program Executive Officer Land Systems (PEO LS), Marine Corps, Quantico, VA 22134 intends to enter into sole source negotiations and subsequently award an Indefinite Delivery Indefinite Quantity (IDIQ) contract to Oshkosh Defense, LLC - 2307 Oregon St., Oshkosh, WI 54902 (CAGE Code: 75Q65). This effort is estimated for award in the second quarter of Fiscal Year 2019 with an approximate period of performance of 60 months. The anticipated IDIQ contract is for the procurement of a conversion effort to convert existing Medium Tactical Vehicle Replacement (MTVR) Long Cargo Armored vehicles into High Mobility Artillery Rocket System (HIMARS) Resupply Vehicles (RSVs). Additionally, this effort includes the ability to procure, as necessary, new HIMARS Resupply Trailers (RSTs). The Government has determined that Oshkosh Defense is the only commercial company capable of converting the MTVR Long Cargo Armored vehicles into HIMARS RSVs and producing new HIMARS RSTs. The Government does not currently possess or is unable to provide the technical data to support the HIMARS RSV conversion and the HIMARS RST production efforts. These platforms are made exclusively by Oshkosh Defense. Therefore, PEO LS is currently unable to provide the associated technical data necessary in order to foster a competitive procurement. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(A) "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirement." Unless stated herein, no additional information is available. Requests for the same will be disregarded. Responsible interested parties may submit a capability statement in which they identify their interest and capability to respond to this requirement. The capability statement must be received by PEO LS within seven calendar days after the date of the publication of this synopsis. The U.S. Government (USG) will consider all information received by the response date. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government. All submissions become USG property and will not be returned. Contractors are advised the USG will not pay for any information or administrative costs incurred in response to this notice of intent. The North American Industry Classification System code is 336992, Military Armored Vehicle, Tank and Tank Component Manufacturing.
