- Overview The Maritime Administration (MARAD)/U.S. Merchant Marine Academy (USMAA) seeks a qualified, licensed and insured contractor to provide labor, material, transportation, tools, equipment and supervision for the Replacement of the water damaged floor in the laundry room of Quarters B. The Quarters B Room measures approximately are 7'x16'. Period of Performance Work is to be completed within thirty (30) calendar days after notice to proceed. Set-Aside/Size Standard NAICS Code 238330 Flooring Contractors (Size Standards in millions of dollars $15.0) or similar Contract Type Firm Fixed Price Instructions Provide project schedule at least two weeks prior to commencement of the project in order to minimize the disruption of the tenants in Quarters B. The government reserves the right to not award to any vendor not registered in the System for Award Management (SAM) at the time of award Only quotes submitted by Small Business will be accepted by the Government Any quote that is submitted by a contractor that is not Small Business will not be considered for award Acceptable quotes packages can be submitted on the Standard Form 1449, Solicitation/Contract/Order for Commercial Items (front page of contract) no later than the date and time indicated. If a vendor uses their own proposal form or a letter to submit the offer, it may be considered only if, (1) the offeror accepts all terms and conditions of the Request for Quotes (RFQ), (2) this acceptance is indicated in writing and, (3) award on the proposal would result in a binding contract with terms and conditions that do not vary from the terms and conditions of the RFQ.
