Description
RFI SPE603-18-R-5X17 Eielson AFB, Alaska Surge Operations Fuel Resupply DLA Energy is seeking information on industry capabilities/interest/potential sources for fuel resupply during surge operations to Eielson AFB, Alaska. This announcement constitutes a Request for Information (RFI) only; there is no solicitation at this time. The Government is neither negotiating nor calling for offers at this time. This announcement is an expression of interest only and does not commit the Government to pay for any response preparation cost. The Government will not make an award based on this RFI. Interested parties should respond to the following: AREA OF CONSIDERATION: Eielson AFB, Alaska. CONCEPT OF OPERATIONS Eielson AFB has an existing DLA Energy fuel resupply contract. Existing pipeline infrastructure requirements/limitations provide a capped capability. Additionally, DLA Energy has existing inventory in Anchorage. DLA Energy is exploring options to provide additional resupply capability to support surge/increased operational tempo requirements at Eielson. CAPABILITIES SOUGHT: a.Maximum feasible daily, weekly, sustained deliveryquantities of DLA Energy-owned product from Anchorage b.Methods of feasible delivery (ex. rail, truck, other) c.Lead-times required to establish an initial capability, andlead-time for a fully-implemented supply-chain solution d.Response times (upon DLA Energy notification) once capability is established e.Potential industry alternatives (ex. intermediate contractorowned inventory) f.Industry concerns, potential constraints associated withmaintaining a "warm" industrial capability enabled tosupport rapid activation.
