- RFP Memo Attch 3 - Instructions and Evaluation Criteria Attch 2 - Model Contract Attch 1 - PWS 1.The Government is requesting a proposal for services in support of the 2018 Chaplains Conference as defined in the PWS (Attachment 1). The period of performance for this effort is five (5) days. The anticipated contract start date is 13 Aug 2018. The Government intends to make a single award utilizing a full and open competition. The basis for award will be Lowest Price Technically Acceptable (LPTA). The Government intends to make a single award utilizing full and open competition with the established criteria in Attachment 3, Instructions and Evaluation Criteria. 2.Please submit a proposal for a Firm Fixed Price contract type. The proposal shall be clear, concise, and include sufficient detail that substantiates stated claims. The proposal shall not simply rephrase or restate the Government's requirements, but rather provide convincing rationale to address how the Offeror intends to meet requirements. Offerors shall assume that the Government has no prior knowledge of the Offeror's capabilities. The Government will base its evaluation solely on information presented in the Offeror's written proposal. Proposals are due 04 May 2018. 3.The Government intends to evaluate proposals and award a contract without discussions with offerors. Therefore, the offeror's initial proposal should contain the offeror's best terms from a cost or price and technical standpoint. 4.During the proposal phase, limit all inquiries pertaining to subject RFP to the Contracting Officer (CO) or Contract Specialist (CS) If you have any questions, please contact the Contracting Officer, Michelle Pederson at 240-612-6170 or michelle.pederson2.civ@mail.mil, or the Contract Specialist, Alonte Williams at 240-612-2998 or alonte.l.williams.ctr@mail.mil All question shall be submitted no later than April 27, 2018.
