Vendor Fitness Manual PBS Past Performance Survey Form GSA SBU Instruction GSA 527 Reps & Certs Sample Bid Schedule Arkansas Wage Determination Product Sample CAD Drawings Drawings PDF Scope of Work Solicitation & Agreement The General Services Administration, Public Building Service intends to solicit proposals for firms capable of performing the work to be performed hereunder includes the furnishing of all labor, supervision, equipment, material (unless otherwise noted) of all work requested to perform Design Build Services to Replace and Repair the existing roof system and related components to the U.S. Post Office/Courthouse in Little Rock, Arkansas. This procurement will be Set Aside under FAR Part 19 for Service Disabled Veteran Owned Small Businesses. The solicitation number will be 47PH0518R0051 and will be awarded using FAR Part 15 procedures. The estimated cost range for all work is between $1,000,000.00 and $5,000,000.00. Work to be performed under the contemplated contract will be within the North American Industry Classification System (NAICS) Code 238160, Roofing Contractors with a size standard of $15 Million. It is anticipated that this project will take approximately 210 calendar days to complete. The solicitation and support documents are available for download with this notice only. No phone, email or fax requests for a copy of the solicitation will be accepted. Potential offerors will be responsible for downloading the solicitation and for monitoring the the FBO.gov website for possible amendments and/or additional information. Proposal submissions will be due on May 24, 2018 unless extended by an amendment to the solicitation. In accordance with FAR 52.219-27, this procurement will be a TOTAL SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS SET-ASIDE (SDVOSB). At the time that an offeror submits its offer, it must represent to the Contracting Officer that it is a Total SDVOSB concern under the North American Industry Classification System (NAICS) 238160 with the small business size standard of $15 Million. A joint venture will be considered for award as long as each concern is small under the size standard corresponding to the NAICS code assigned to the procurement and the joint venture is registered within the System for Award Management (SAM) at the time the joint venture submits its offer under this solicitation. The Government will recognize the integrity and validity of the joint venture, provided, the arrangements are identified and company relationships are fully disclosed in an offer, or, for arrangements entered into after submission of an offer before the arrangement becomes effective. SITE VISIT INFORMATION TWO SITE VISIT'S ARE SCHEDULED FOR THIS PROJECT: MONDAY MAY 7, 2018 AT 10:00 AM AND TUESDAY MAY 8, 2018 AT 10:00 AM THE LOCATION OF THE SITE VISIT'S IS 700 W. CAPITAL AVE. LITTLE ROCK, AR 72201. THE SITE VISIT POC IS MR. ERIC JOHNSON. PLEASE RSVP FOR SITE VISIT WITH MR. JOHNSON AT ERIC.JOHNSON@GSA.GOV. Interested parties are encouraged to attend the pre proposal walk-through and to verify all existing conditions at the job site prior to bidding on project. Failure to do so will not relieve a frim of their responsibility to properly estimate the cost of this project. These dates will be the only opportunity firms will get to visit the site to conduct a walk-through and ask questions. GSA will not have anyone available to accompany contractors or their representatives (sub-contractors) after the scheduled pre-bid walk-through. Any contract award resulting from this procurement will be based on a source selection employing a "Best Value Concept" methodology. This project may be revised or canceled at any time during the, solicitation selection, evaluation, negotiation, and final award.
