Description
J&A PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole-source, fixed price order with Foster + Freeman USA Inc., 46030 Manekin Plaza, Suite 170, Sterling, VA 20166 for the purpose of procuring one (1) Video Spectral Comparator (VSC-8000), one (1) VSC-8000 Calibrator (V8/CALIB), and one (1) 5MP Camera for VSC-8000 (V8/CAMGigE). The FBI Chemistry Unit will utilize this system in casework for the General Chemistry and Paints and Polymers discipline. Based on market research, and Government end-users, it has been determined that Foster + Freeman USA, Inc. is the sole provider and manufacturer of the VSC-8000 that meets the FBI specifications. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) website (www.fbo.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 334516 Analytical Laboratory Instrument Manufacturing. The FBI intends to negotiate with only one source under the authority of FAR 6.302-1. Any questions pertaining to this requirement must be submitted NLT 1500 CST 27 April 2018. Interested parties may identify their interests and capability to respond to this requirement to the attention of: Kate Petek, email address: kepetek@fbi.gov NLT 1000 CST 04 May 2018. Emailed responses will only be considered. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government. Vendors must be registered in SAM, effective July 29, 2012 to receive Government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, DUNS, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
