Description
REQUEST FOR INFORMATION (RFI) Title: Protective Training 1.0 Description 1.1 The Directorate of Training, James J. Rowley Training Center is seeking information on contractors that can provide Protective Training to U.S. Secret Service special agents, Uniformed Division (UD) officers, and recruits. This would be utilized through classroom lecture and psycho dramatic role playing practical exercises to conduct effective protective intelligence (PI) subject interviews according to the U.S. Secret Service behavior-based PI model. In addition, the training should prepare special agents, UD officers, and recruits to conduct interviews of PI subjects, many of whom have mental illnesses. The interview training is focused on preparing U.S. Secret Service special agents, Uniformed Division officers, and recruits to acquire information that will assist the U.S. Secret Service to render sound evaluations of the risk that PI subjects may pose toward U.S. Secret Service-protected interests. 1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the USSS is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor the FedBizOpps website for additional information pertaining to this requirement. 2.0 Background The U.S. Secret Service PI training program uses classroom lecture and practical exercise instruction to teach the U.S. Secret Service behavior-based PI model and related matters, including sound PI subject interviewing techniques. The program objective is to prepare students to engage PI matters effectively. To that end, the contractor will draw on his or her background in psychology and related professional experience to conduct classroom lecture and to facilitate practical exercise interview instruction through the use of psycho dramatic role playing techniques. The roles will accurately portray PI subjects who manifest the symptoms of various mental illnesses that are present in many of the PI subjects that U.S. Secret Service special agents, Uniformed Division officers, and recruits are likely to encounter in real-world scenarios. The contractor will provide feedback to students and suggest techniques and methods that are likely to improve students' performance in real-world situations. 2.1 Planned Production: The contracted psycho dramatist is responsible for providing a psycho dramatist who can effectively deliver the roles used in this bloc of training. The psycho dramatist will possess sufficient versatility in his or her portrayals of the roles to allow for adjustments to meet the individual learning needs of the students. To this end the psycho dramatist must have a thorough understanding of the concept of PI, coupled with an in-depth appreciation of the behavioral analysis approach to PI investigations. 2.2 Delivery Period: The delivery period shall be three (3) years. 2.3 Limitations: The contracted psycho dramatist must have conducted numerous mental health evaluations and treatment of persons who have been diagnosed with disorders to include Schizophrenia, Bipolar Mood Disorder, and Antisocial Disorder. The contracted psycho dramatist must be certified as a trainer, educator, and practitioner in psychodrama by the American Board of Examiners in Psychodrama and Sociometry. The contracted psycho dramatist must have conducted extensive field work, at least five years, at a long term care mental health facility actively treating patients. 2.4 Security Requirements: The award of the contract will be contingent upon a favorable background investigation. 3.0 Requested Information/Responses 3.1 Interested parties are requested to respond to this RFI with a capability statement. 3.2 Capability Statements in Microsoft Word compatible format and due no later than Thursday, April 26th, 2018, at 3:00pm EST. Responses shall be limited to 5 pages and submitted via e-mail only to Danielle.donaldson@usss.dhs.gov and Sheila.hopes@associates.usss.dhs.gov. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. 3.3. Section 1 of the capability statement shall provide administrative information, and shall include the following as a minimum: 3.3.1. Name, mailing address, overnight delivery address (if different from mailing address), phone number, fax number, and e-mail of designated point of contact. 3.3.2. Recommended strategy. 3.3.3. Business type (large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone small business, woman- owned small business, very small business, veteran-owned small business, service- disabled veteran-owned small business) based upon North American Industry Classification System (NAICS) code 611430, Professional and Management Development. "Small business concern" means a concern, including its affiliates that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria and size standards in 13 CFR part 121. A small business concern for the purposes of this procurement is generally defined as a business, including its affiliates, averaging no more than 21million dollars in annual receipts. Annual receipts of a concern that has been in business for 3 or more complete fiscal years means the annual average gross revenue of the concern taken for the last 3 fiscal years. Annual receipts of a concern that has been in business for less than 3 complete fiscal years means its total receipts for the period it has been in business, divided by the number of weeks including fractions of a week that it has been in business, and multiplied by 52. Responders are cautioned, however, that this is a general description only. Additional standards and conditions apply. Please refer to Federal Acquisition Regulation FAR 19 for additional detailed information on Small Business Size Standards. The FAR is available at http://www.arnet.gov. 4.0 Industry Discussions USSS representatives may or may not choose to meet with potential offerors. Such discussions would only be intended to get further clarification of potential capability to meet the requirements, especially any development and certification risks. 5.0 Questions Questions regarding this announcement shall be submitted in writing by e-mail to the Contracting Specialist, email address stated above. Verbal questions will NOT be accepted. Questions shall NOT contain proprietary or classified information. The Government does not guarantee that questions received after Tuesday, April 24th, 2018 will be answered. 6.0 Summary THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide protective training. The information provided in the RFI is subject to change and is not binding on the Government. The USSS has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
