- A.Purpose: This is a Request for Information (RFI). This is NOT a solicitation for proposals, proposal abstracts, or quotations. The Department of Defense (DoD), Defense Acquisition University (DAU) is seeking firms doing business in North American Industry Classification System (NAICS) code 611710, Educational curriculum development services. This request is issued for the purpose of conducting market research to assist DAU in defining its requirement. B.Introduction/Background: DAU is the primary training organization for the Defense Acquisition Workforce. DAU is committed to providing the training-both formal and informal- to improve the professionalism of the acquisition workforce by engaging our student both in the classroom and on the job. C.Objective: DAU and WHS/AD is looking for information regarding the Learning Asset Development and support of the DAU curriculum to help DAU better define the requirement for learning. DAU wants to find better ways to ensure they are offering the best curriculum and is trying to understand industry practices to see if those best practices from industry are beneficial for DAU. D.Response Requirements: Responses to this RFI must include: 1.Company name, address and phone number 2.Contractor and Government Entity (CAGE) code and DUNS number 3.Primary Point of Contact name, phone and email address E.Requested Information: Please review the following questions and provide information that can assist DAU with developing a better Statement of Work and understanding of industry best practices to potentially incorporate at DAU. Learning Environment 1. Describe your instructional design process? 2. What types of learning assets do you create? 3. Do you collect lessons learned and/or criteria? 4. How do you define quality? 5. How do you measure quality with regard to learning assets? 6. What best practices do you use to ensure quality learning assets? 7. What is the process for reworking products that do not meet quality standards? Speed to Market 1. How do you measure speed to market? 2. What indicates delivery/completion of a learning asset? 3. What factors affect time to market? (Learning asset type and any additional information that affects speed) 4. Describe the review and/or approval processes you have in place for learning asset development/deployment? Technological Innovation 1. What technologies do you use to design learning assets? 2. What technologies do you use to develop learning assets? 3. What technologies do you use for deploying learning assets? 4. Describe your technology update plan (e.g. timing/schedule, etc.)? 5. What drivers initiate the implementation of new development technology? 6. Describe your Learning Management System (LMS)/ Learning Content Management System (LCMS)? Is there a process for updating/replacing? Creative Learning Assets 1. What processes, practices, or products are you engaged in around curriculum development that you would classify as creative? 2. Describe your creative learning assets? 3. What are the cost associated with developing creative learning assets, please provide an example can be a budget? How does that compare with standard learning assets? Non-traditional learning approaches 1. What processes, practices, or products are you engaged in around curriculum development that you would classify as non-traditional? 2. Describe your non-traditional learning assets? 3. What percentage of your courses employ non-traditional approaches/assets? Learning Asset Development Cost 1. Do you measure cost per seat hour? Student? 2. What are the cost drivers in learning asset development? 3. When developing learning assets, how often does your estimated cost differ from your actual cost? What are the typical drivers for that variance? Contracts 1. What contract vehicles have you bid on for learning services? 2. What factors could influence your company to not bid on a learning asset development contract? 3. Do you typically work onsite with your customer or offsite? 4. What are the pros and cons of co-location, in terms of cost, quality, time to market and creativity? 5. What risks have you encountered with your current contracts? What are your mitigation strategies? 6. What is your preferred method of communication with your customers? Why? 7. In your experiences are certain contract types considered more successful when matched with certain types of learning assets? 8. Do you specialize in a certain type of learning asset? (Explain) 9. How do you identify and mitigate risks and issues for learning services? Security Clearance: If you have created learning asset development for the government, what was the typical clearance level required? Prime or Subcontract: Based on the work you have done in learning asset, did you perform work as a prime or subcontractor? NAICS recommendation: Based on the questions being asked, what are the recommend NAICS codes that would be the best fit for this requirement? Pricing information: For informational purposes, what price range for this scope of work can the Government anticipate? GSA schedule: Does your company currently hold a GSA schedule, if so, please provide contract number F.Deadline: The Government requests interested parties to submit the required information via email with the subject line "LADS) RFI Response" to James Wilkerson at James.wilkerson@dau.mil by 3:00 pm (EST), Friday, 27 April, 2018. G.Disclaimer and Important Notes: This RFI is for market research purposes only and does not constitute a Request for Proposal/Quotation; and, it is not considered to be a commitment by the Government to award a contract nor will the Government pay for any information provided; no basis for claim against the Government shall arise as a result from a response to this RFI or Government use of any information provided. Failure to submit information in sufficient detail may result in considering a firm as not a viable source and may influence competition and set-aside decisions. Regardless of the information obtained from this RFI, the Government reserves the right to consider any arrangement as deemed appropriate for this requirement. Respondents are advised that the Government be under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. No proprietary, classified, confidential, or sensitive information should be included in your response to this RFI. The Government reserves the right to use any information provided by respondents for any purpose deemed necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation. At this time, no solicitation exists; therefore, DO NOT REQUEST A COPY OF THE SOLICITATION and DO NOT SUBMIT OFFERS. H.
