Description

Clauses The Naval Surface Warfare Center, Panama City Division, (NSWC PCD), Panama City, FL intends to award a sole-source firm-fixed price purchase order to QinetiQ North America, 350 Second Avenue Building 1, Waltham, MA 02451 for a Tactical Robotic Controller configuration as follows: TRC GVCM-MPU5EM, SafeStop Tx 1.3GHz, MPUS S-Band with Harness, Pouch -- Operator Side P/N: TRC-19-0001A-PCD-001 (1 each) MPLUS IP Radio Kit S-Band -- Robot Side P/N; TRC-19-0001A-PCD-002 (1 each) TORC SafeStop Transmitter 1.3 GHz, with Antenna, Operator Side Safety Officer TRC-19-0001A-PCD-003 (1 each) TORC SafeStop Receiver 1.3 GHz, with Antenna, Robot Side TRC-19-0001A-PCD-004 (1 each) This acquisition is unsuitable for full and open competition for the following reasons: Development of this kit requires the use of proprietary original equipment manufacturer data that currently resides only at QinetiQ North America. Thus, QinetiQ North America is the only source that can technically supply the required TRC ground vehicle command module because of their unique and in-depth knowledge of the system proprietary design. Therefore, QinetiQ Company is the only known source capable of performing the tasking of this procurement. Delivery is FOB Origin estimated at 180 days after award. Clauses attached.
