J SYNOPSIS OF PROPOSED CONTRACT ACTION - SOLE SOURCE CONTRACT-PREVENTIVE MAINTENANCE ON OLYMPUS INSTRUMENTS Solicitation Number/FBO Notice: 36C24518Q9027 Agency: Department of Veterans Affairs Office: Washington, DC Medical Center Location: Washington, DC Response Date: Tuesday, April 24,, 2018 @ 2:00pm Set Aside: N/A Classification Code: J Maintenance, repair and rebuilding of equipment NAICS Code: 811219 Synopsis: The Dept of Veterans Affairs, in accordance with FAR 6.302-1, intends to make a sole source award to a firm with the capability of providing preventive maintenance, service, repairs, exchanges, and parts to Olympus equipment located at the Washington DC VA Medical Center The anticipated source is Olympus America Inc., 3500 Corporate Parkway, Center Valley, PA 18034. This is not a formal solicitation or request for quote. This synopsis of intent is to give notice of the Government s intent to make a sole source award. Contractors who can provide the Dept. of Veterans Affairs with the required services are invited to electronically submit an affirmative written response indicating a bona fide ability to meet this specific requirement. Specifications for this requirement are as follows: The Contractor shall provide all labor, personnel, equipment, tools, materials, supervision and other items and services necessary to repair or exchange all Olympus instrumentation at the Washington DC VA Medical Center. The contractor shall also provide unlimited service and maintenance to support the Olympus products. That includes annual preventative maintenance. The Contractor shall also provide unlimited replacement parts to return the Olympus products to normal operating conditions. If parts are backordered, the Contractor shall provide loaner products. Service provided shall be no fault in that all repairs will fall under the scope of this contract regardless of cause of defect or damage. Field Service Technicians (FSEs) visits shall be at no charge to the government. Additional, on-site clinical training shall be provided on-demand. The contractor shall also provide training courses through their education portal. Technology upgrades shall be added at the time of exchange or repair. Damage reports and field service reports shall be provided for every repair/ exchange. Repairs and exchanges of non-expendable equipment in the DC VAMC inventory shall be reported to Biomedical Engineering. Biomedical Engineering will be the manager and administrator of the service contract. Responses should appear on company letterhead and include, at minimum, affirmation of active registration in the System for Award Management (SAM), your Data Universal Number System (DUNS) number, any applicable processed credentials and qualifications, and any applicable pricing data or information. All responses should include a Point of Contract (POC), telephone number, and electronic mail address (email). Additionally, respondents should indicate whether they are a large business, small business, small disadvantaged business, 8(a) concern, women-owned small business, HUBZone, service disabled veteran-owned small business, or qualify as socially or economically disadvantaged and whether they are US or foreign owned. Responses to this notice will be used to determine the availability of this type of service. All responsible sources may respond to this synopsis and all responses will be considered by the agency.
