Description
Attach 4 Attach 3 Attach 2 Attach 1 This is a Sources Sought (SS) / Request for Information (RFI). DO NOT submit a quote or proposal in response to this RFI. The USAF Academy (USAFA) is seeking interested sources and information concerning a Commercial-off-the-Shelf (COTS) portfolio/project management system. The United States Air Force Academy (USAFA) is seeking a Commercial-off-the-Shelf (COTS) portfolio/project management system with the following capabilities: define, align, and integrate plans, processes, resource decisions, workforce capability, action, and results across the institution. The proposed solution must enable clear distinction of the roles and responsibilities between USAFA and HQ following four Institutional Alignment capabilities: •1) Manage Strategic Planning •a) Process to create the USAFA Strategic plan, which defines USAFA's strategic direction, goals, and resource allocations to achieve the mission to develop leaders of Character. •b) Process with the ability to display a dashboard and reporting capabilities highlighting performance of the multiyear Strategic Plan in various Mission Element (ME) areas including problem areas. •c) Process to report or identify resources and initiative or projects ties to each Strategic Goal or objective to evaluate level-of-effort and effectives in achieving each goal/objective. •2) Manage ME/Headquarters (HQ) Implementation Planning •a) Process to align subordinate Mission Element implementation plans along with Headquarters implementation plans to the Strategic Plan, reducing planning conflicts and risks associated with yearly ME / HQ execution. •b) Process to ensure Mission Element / Headquarters Implementation Plans are integrated and de-conflicted across all planned or requested events, resources and risks. Identify gaps in addressing the USAFA Strategic Plan. Identify duplicative work, where applicable. •3) Manage Operational and Implementation Risk •a) Process to monitor, assess, and mitigate the severity and likelihood of risk identified at the institutional and operational level. •b) Process for management of risk must allow anyone the opportunity to identify a risk. This system must also interface directly with both the Air Force and USAFA Oracle PeopleSoft Campus Solutions (calendaring capability) and Infosilem EnCampus (campus scheduling and timetabling), CVENT (nonacademic scheduling) and the USAFA Student Information System (SIS), all while meeting DoD IT security policy. System must employ a mobile-first policy to enable mobile access to the system from any device and the system must employ multi-factor authentication for access. Vendors are encouraged to propose industry best practices and solutions that can meet our requirements. The following attachments are provided for reference purpose: Attachment #1: Business Model for Capability 5A - Description of the Institutional Alignment Business Processes and Activities (5.1, 5.2, 5.3) Attachment #2: Requirements Document - Description of the Business Systems Requirements for Institutional Alignment 5A Attachment #3: Summary of Functional Requirements - High level description of Institutional Alignment (5A) Requirements Attachment #4: Process MAPS - Institutional Alignment (5.1, 5.2, 5.5) Business Process MAPS Interested sources are encouraged to provide the following information: •a. Company name, address, cage code, DUNS Number, NAICS codes, name of point of contact, telephone number and email address; •b. Small business status (service disabled veteran owned small business, HUB Zone, 8(a) minority business enterprise, etc.), if any. •c. Please identify which NAICS code you perform this work under. •d. Have you ever performed these requirements on federal Government contracts? •e. Are there any aspects of this requirement which are not consistent with current industry practices? •f. Describe any experience your company has with integrating Portfolio/Project Management and Event Management systems in the DOD and/or Higher Education domains. •g. Will you need to subcontract any of the components to deliver the necessary capabilities? •h. What is the estimated cost to deliver and sustain this capability? Please provide costing for both labor and materials to implement and the annual cost to sustain this capability in a FedRAMP+/DOD Impact Level 4 environment commercial cloud hosted environment.
