- The Army Contracting Command - Rock Island, on behalf of the Program Executive Office, Assembled Chemical Weapons Alternatives (PEO ACWA), is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support a requirement for Program and Integration Support. This is NOT a solicitation announcement. This request for capability information does not constitute a request for proposals. Submission of any information in response to this market survey is purely voluntary. The Government assumes no financial responsibility for any costs incurred. If a requirement should materialize, no basis for claims shall arise as a result of a response to this Sources Sought Notice or the Government's use of such information. Background: The PEO ACWA has identified an ongoing need for support to the mission to demilitarize the U.S. Government's chemical weapons stockpile. The PEO ACWA has the responsibility of implementing alternative technologies to baseline incineration for the environmentally safe disposal of the U.S. stockpile of lethal, unitary chemical agents and munitions in Colorado and Kentucky. The Under Secretary of Defense for Acquisition, Technology, and Logistics (USD AT&L) has approved the designation of neutralization followed by biodegradation as the technology for the destruction of assembled chemical weapons currently stored at the Pueblo Chemical Depot, Colorado. The USD AT&L has also approved the designation of neutralization followed by supercritical water oxidation as the technology for the destruction of assembled chemical weapons currently stored at the Blue Grass Army Depot, Kentucky. The objective is to provide support services to the PEO ACWA Headquarters (HQ), located at the Aberdeen Proving Ground, Maryland, and three PEO ACWA Field Offices (FO); Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP), Richmond, Kentucky; Pueblo Chemical Agent-Destruction Pilot Plant, Pueblo (PCAPP), Colorado; and the Anniston Field Office, Anniston, Alabama. This includes specific demilitarization expertise such as alternative technologies and knowledge transfer from baseline chemical weapons destruction projects. Each effort is separate and a brief description of each effort is provided below: a. Quantitative Risk Assessment (QRA) Support - provides support to PEO ACWA safety program with QRA technical support. b. Anniston Field Office (AFO) - provides technical and administrative support to the AFO, technical resources to Headquarters at PEO ACWA, BGCAPP Government Field Office located in Richmond, Kentucky, and PCAPP Government Field Office in Pueblo, Colorado. This will provide support for the oversight of the operation and closure of the SDC. c. Programmatic Risk Management - provides support services including technical risk management, scheduling, and cost estimating to the PEO ACWA for the total program inclusive of HQ, PCAPP, and BGCAPP during the life cycle of the program. d. Risk Management Support - provides assistance to PEO ACWA for programmatic and functional oversight for safety, security, surety, environmental, and monitoring activities located at Pueblo Chemical Depot (PDC) and Blue Grass Army Depot (BGAD). e. System Engineering and Operations (SEO) Engineering and Field Operating Activity Support - provides engineering and field operating support, programmatic and technical oversight, and support during systemization, operations, and closure of the ACWA chemical demilitarization facilities at BGAD and PCD. f. BGCAPP Technical Support - provides technical and administrative support to BGCAPP during systemization, pilot testing, operation, and closure. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) organization name, address, email address, web site address, telephone number, and size and type of ownership for the organization; and 2) tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. Describe your company's services and technical expertise and how it could produce, deliver, and rapidly deploy such capabilities in the requirements. Also, identify your company's past performance history and current customers to which you provided similar support services. The information submitted will be reviewed by Government personnel only. The capability statement should be no more than five (5) pages in length. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Submission instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice no later than 1600 Central Time 4 May 2018.
