- NOTICE OF INTENT TO AWARD SOLE SOURCE Project Title: Life-cycle maintenance (upgrade, replacement and modernization) of the existing Kongsberg Full Mission Navigation and Ship Handling Simulator [Polaris Visual Bridge Simulation System (VBSS) located in Samuels Hall at the United States Merchant Marine Academy (USMMA) 300 Steamboat Road, Kings Point, NY 11024. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302.1, only one responsible source and no other supplies or services will satisfy agency requirements. Kongsberg Digital Simulation is the only source capable of delivering the required upgraded hardware items to run proprietary simulation software, including Polaris Shiphandling Simulation and existing ship models, databases, target models, and visualization (SeaView) software has already been procured by USMMA (in continuous use since 2000) and is the only supplier authorized to support the Polaris Product. Construction and installation, testing and initial training will be completed by 17 JUL 2018 for classes to continue without disruption of the USCG approved program. Kongsberg is the supplier of the currently installed Polaris Visual Bridge Ship Simulator (VBSS); USMMA maintains a Long-Term System Support Program (LTSSP) to provide simulator support and updates to the VBSS including all simulation software, ship models, databases and targets. This Hardware Upgrade will include the latest version of Polaris hardware and computer equipment; upgrade of the computers is necessary to enable Kongsberg to supply and install the Polaris V8.0 Software update (latest version) in fulfilment of the LTSSP. The Hardware Upgrade is required to implement this major software upgrade that is scheduled for the fall of 2018. The Government does not intend to submit a solicitation for proposals. This is not a request for quotes. The Government shall not be liable for or suffer any consequential damages for any technical information provided. A determination by the Government not to compete this requirement based upon responses of this notice is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice.
