- This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this Sources Sought must be in writing. The purpose of this Sources Sought Announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified businesses interested and capable of providing the requested commodities. The NAICS Code is 339112; size standard is 1,000 employees. 100% VOSB set-aside. Responses to this notice shall include the following: (a) company name b) address (c) socio-economic status, (d) point of contact (e) phone, fax, and email (f) DUNS number (g) Cage Code (h) Tax ID Number (i) and must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor and provide the commodities described below. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. Notice to Potential Offerors: All Offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM located on the web at www.sam.gov). It is desirable that any Offeror to have completed their business Online Representations and Certifications Application (ORCA). Additionally, all Service Disabled Veteran Owned Small Businesses or Veteran Owned Small Businesses who respond to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov. STATEMENT OF WORK (SOW) Introduction and Overview The Operating Room is requesting the purchase of one HK Transfiltration Pump/Radio Frequency Generator Background Saphenous venous insufficiency resulting in symptomatic varicosities, which can lead to bleeding, discomfort, and ulceration, is common in the veteran population. We are actively treating many veterans for venous disease. In a certain subset of patients with venous disease, ablation of a refluxing saphenous vein is a required component of their care. Saphenous vein stripping is no longer seen as the standard of care, and has been replaced by radiofrequency ablation (RFA) or laser ablation (EVLT). At the current time, we are only able to perform stripping, which is very antiquated and results in increased OR time, increased post-operative pain/bruising/swelling, and requires making an open surgical incision (it is more invasive). We have lost several patients to outside facilities where they are able to offer less dated interventions. RFA has excellent reported long-term data when used to treat saphenous reflux. Patients also do very well in the immediate post-operative period and are able to be discharged that day. This is important in the veteran vascular surgical population, who tend to have many comorbidities. Compared to EVLT, which is the other modern treatment for saphenous vein reflux, there is evidence less bruising, tenderness, and pain post-operatively and a decreased complication rate. It has been shown to improve quality of life in patients treated for venous reflux disease. Scope of Work The vendor shall provide a HK Transfiltration Pump/Radio Frequency Generator system that will be used in the operating room. This will allow us to perform radiofrequency ablation (RFA) of the saphenous vein here at the Northport VA. We will be able to treat a larger amount of patients with venous disease here rather than losing them to outside facilities. Item # Model Number Product Description Qty Price Extended Amount 0001.
