- SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) SOLE SOURCE Pursuant to Veteran Affairs Acquisition Regulation (VAAR) 819.7007 of Department of Veterans Affairs Acquisitions and Logistics. The Department of Veterans Affairs Hampton VA Medical Center, 100 Emancipation Dr., Hampton, Virginia 23667 has an immediate need for a contractor to provide an accurate Task Frequency Analysis (TFA) of the required day-to-day cleaning procedures of the entire facility. The contractor will use the Environment Programs Services (EPS) TFA workbook to conduct this analysis. Basic responsibilities 1) consider each specific area s cleanable square footage; 2) consider the tasks required by the International Sanitary Supply Association (ISSA); 3) Cath Procedures; 4) Operating Room Between Case Cleanings; 5) Emergency Room Trauma Between Cleanings. The services to be performed by the contractor will be performed in accordance with VA policies and procedures and the regulations of the VA facility. The qualifications of such personnel shall also be subject to review by the VA Chief of Staff and approval by the VA Facility Director. In accordance with VAAR 819.7007: Sole source award to service-disabled veteran-owned small business concern the following statutory authority is cited as justification to award a sole source Veteran Owned Small Business (simplified acquisition threshold) and less than $5,000,000 (authority ceiling limit) (a) A contracting officer may award contracts to SDVOSB concerns on a sole source basis provided: (1) The anticipated award price of the contract (including options) will not exceed $5 million; (2) The requirement is synopsized in accordance with FAR part 5; (3) The SDVOSB concern has been determined to be a responsible contractor with respect to performance; and (4) Award can be made at a fair and reasonable price. (b) The contracting officer s determination whether to make a sole source award is a business decision wholly within the discretion of the contracting officer. A determination that only one SDVOSB concern is available to meet the requirement is not required. (c) When conducting a SDVOSB sole source acquisition, the contracting officer shall ensure businesses are registered and verified as eligible in the VIP database prior to making an award. The contracting officer has validated that the contractor is registered and certified in the VA VetBiz.gov data base and qualifies as small in accordance with federal small business size standards for the applicable North American Industry Classification System (NAICS) code assigned to the procurement.
