- On or about 18 May 2018, this office will issue Request for Quotes for Oahe Outdoor Station Service Switchgear. The solicitation will close on or about 18 June 2018. This solicitation will be Full and Open Competition. A site visit date and time will be issued with the advertisement package. Drawings and all solicitation documents will be posted to the Federal Business Opportunities (FedBizOpps) website https://www.fbo.gov. All amendments will also be posted to this website. It shall be the contractor's responsibility to check the website for any amendments. The proposer shall submit all requested information specified in the proposal. There will be no public opening of the proposals received as a result of this solicitation. DO NOT submit requests for the proposals to the federal agency personnel. See Obtaining Solicitation Documents below. Project Description: a. Preparing plans and specifications to replace all components of the station service switchgear to include exterior electrical switchgear, a zig zag transformer, a voltage regulator, relaying and metering for all three station service connections and replacement of a switchyard auxiliary power transformer and associated panelboards. The current limiting reactor will be removed and not replaced since new vacuum circuit breakers that have sufficient interrupt ratings for the available fault current can be purchased. b. The components will be purchased, assembled, and tested off-site by a contractor. It is anticipated that the equipment will take six to eight months to assemble and test. c. The station service switchgear will be specified with a single line-up in its own weather-proof enclosure and will be tested at the factory to minimize issues in the field during installation and field testing. We are also going to specify the cubicles of the individual breakers to match the existing switchgear line-up dimensionally as much as possible so that the existing 15 kV feeder cables can be reused in place without a lot of rerouting. d. The equipment will be transported and installed on-site by the contractor. e. The installation is dependent upon station service outages. Outages will have to be taken, but there are alternate sources of power to all the loads served so it should not be a problem for scheduling construction. The equipment cannot be installed in one outage. The outage schedule will be provided to the contractor, and they will identify a plan for the installation. f. All old equipment will be removed and disposed at contractor expense Obtaining Solicitation Documents: Solicitation documents will be posted to the web via Federal Business Opportunities (www.fbo.gov). Representations and certifications are required to be up-dated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective for one year from date of submission or update to SAM. All amendments to this solicitation notice will be posted in FedBizOpps. It shall be the contractor's responsibility to check the website for any amendments.
