Description
The United States Army Corps of Engineers (USACE) Engineering Research and Development Center - Construction Engineering Research Laboratory (ERDC-CERL) in Champaign, IL has a requirement to test the Thermal Energy Recovery System (TERS) prototype by integrating the solid-state energy recovery system and simulating a prime power generator using hot gases generated from a furnace source in order to evaluate the technical feasibility and military utility of such a system. Market research has found that Bloom Engineering Co Inc is (1) the only company that was in direct contact with the manufacturer of the TERS, a company that is now defunct, during the system's development and therefore has unique knowledge of the system's capabilities, (2) is currently in possession with the TERS equipment, and (3) has a boiler test facility which includes a hot gas generator that can produce the proper temperature and flow rates required to successfully demonstrate the TERS for the hybrid power program ERDC-CERL intends to award a purchase order on a sole source basis to Bloom Engineering Co Inc in accordance with FAR 13.106-1(b)(1). The associated North American Industry Classification System (NAICS) code is 541380 which has a size standard of $15,000,000.00. This is not a small business set aside.
