N0016418RWQ81 - SOLE SOURCE - AN/VLQ-13(V) CVRJ COUNTERMEASURE REPAIRS, SPARES, AND ENGINEERING SERVICES FSC R425 - NAICS 541330 Synopsis Response Date 14 May 2018 Anticipated Solicitation Issue Date 14 MAY 2018 - Anticipated Solicitation Closing Date 24 MAY 2018 - Time 2:00 PM EST The Government has a requirement for AN/VLQ-13(V)1 & (V)2 CVRJ Countermeasure repairs, spares, and engineering services to be procured from Impact Sciences & Technologies, 84 Northwest Blvd. Suite B, Nashua, NH. It is anticipated this action will result in a five-year Basic Ordering Agreement (BOA). The unpriced BOA will have a ceiling of $5,700,000. The statement of work within the BOA covers Program Management Support, Systems Engineering Support, Field Service Representatives, Equipment Support, Depot operations Repair Services, and Foreign Military Sales (FMS) support. This effort will be negotiated on a sole source basis with Impact Science & Technologies in accordance with the authority 10 U.S.C. 2304(c)(1). The basis for restricting competition is duplication of cost to the Government in approving a new source would not be recouped through competition and the Government does not have unlimited rights to the technical data package. A competitive procurement approach would require extensive cost duplication for non-recurring engineering and product validation and an unacceptable delay in schedule to meet requirement needs. The draft BOA will not be made available on Fed Biz Opps and no hard copies of the draft BOA will be mailed.. Responsible sources may submit inquiries or a capability statement, proposal, or quotation which shall be considered by the agency by 24 May 2018.
