- Description
- The Bureau of Land Management (BLM), Oregon/Washington State Office is seeking responsible vendors for a commercial service contract for Stand Exam Plots in Western Oregon. This contract is intended to contain a one-year Base plus Four (4) additional one-year option periods. The objectives of the data collection (stand exam plots) are to determine vegetation description in terms of stand species, structure, age and composition, density, basal area, stand volume, understory trees and vegetation, large woody debris, and other site characteristics. Data is collected in forest stands typically, but not limited to, 30 to 80 years of age. Data shall be collected in the field using electronic data recorders known as hand-held personal computers (HHPC ¿s). Data is then uploaded to personal computer for cleaning and submission to the Government. -All responsible sources may submit a capability statement that shall be considered by the agency. The capability statement must include your firm ¿s ability to: ¿Identification of commercial conifer species hardwoods and underbrush species that occur in western Oregon. ¿Identification of tree diseases and damage agents, and their associated severities, common to conifers. ¿Previous experience with rating tally trees relative to stand position (crown class), live crown ratio, and tree type. ¿Previous experience with determining age and growth rates from increment borer cores. ¿Experience with rating timber volume defects and their associated volume losses. ¿Experience reading and drawing maps, interpreting aerial photographs, and accurately locating points on the ground. ¿Previous experience performing common forest mensurational practices and techniques. Offerors should be able to demonstrate diameter measurements, height measurements, and use of a Relaskop. ¿Previous experience with the use of hand-held personal computers (HHPC) for forestry field data collection and Personal Computers (PC ¿s). -Geographic Area: Include areas of Western Oregon in which your firm is willing to provide services. -Other Services: Include any services in addition to Stand Exam Plotting your firm can provide and your capabilities within those services. This would include all types of forestry services. Responses must be received by 10:00AM PT, May 10, 2018 in order to be considered.
