- This is a SOURCES SOUGHT NOTICE. This notice is a market survey and is for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR QUOTES AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. The VA Network Contracting Office 15 has been tasked to solicit for and award for the provision of on-site general urology physician services. No solicitation is currently available at this time. The proposed project is anticipated to be a firm, fixed-price contract. The type of solicitation to be issued will depend upon the responses to this notice. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow up information requested. The purpose of this notice is to gain knowledge of interest, capabilities, and qualifications of Service Disabled, Veteran Owned Small Businesses. After review of the responses to this sources sought announcement a synopsis and/or solicitation announcement may be published at a later time. The Government must ensure there is adequate competition among the potential pool of responsive contractors. Temporary Staffing for a board certified/ board eligible general urology physician to perform in a rural VA Medical Facility. The duration of this requirement is anticipated for one year (start TBD and end TBD). The North American Industrial Classification System (NAICS) Code applicable to this acquisition is 561320 Temporary Staffing. Please limit your response to this synopsis to five pages and please include the following information: Your company s name, addresses, point of contact, phone number, and email address. Your company s interest in submitting an offer on the solicitation when it is issued. Your company s capability to meet the requirements. Your company s capability to perform a contract of this type and comparable work performed within the past three years to include a brief description of the project, customer s name, phone number and address, period of performance, and dollar value of the project. Please provide a capability statement addressing your organization s ability to perform as a prime contractor the work described in the draft description of service (below) specific to the provision of general urology physician services and respond to the questions posed below. Index your firm s capabilities to the tasks in the draft description so that your firm s capabilities can be readily assessed. This is not a request for proposal and in no way obligates the Government to award any contract. How many contracts/task orders/BPA s have you been awarded in the last 24 months for the provision of general urologists? If you have had awards for urologist, what was the scope of the requirement, i.e. number of FTE or number of hours? How many providers in your candidate pool are actively seeking positions in the Illinois geographic region and are board certified/board eligible urologists? How many providers in your candidate pool would consider a rural placement? How many Urologists have you successfully placed in the past 24 months? Description of Services The contractor(s) shall provide up to two (2) board certified/board eligible licensed general Urologist(s) to cover for Urology vacancies in accordance with the terms and conditions outlined herein, to the Marion, IL VA Medical Center. The contract providers shall have current, unrestricted licensure in a state, territory or commonwealth of the United States, the District of Columbia or Puerto Rico and DEA licensure from any state and be BLS certified. Normal clinic tour of duty for contract provider will be Monday through Friday, 8:00 AM to 4:30 PM or until all patients have been seen, excluding federal holidays. Primary duties include serving as a Urologist for the Surgical Service at the Marion VA Medical Center, Marion, Illinois. Principle duties include providing all levels of urological care and treatment to Veterans referred for care, as well as providing urological consultation to other Medical Center providers. Contract Urologists may have personal contact with patients, family, visitors, and other employees, including contract employees of various VA services. The contract Urologist performs assessments, participates in interdisciplinary treatment planning, and identifies and addresses the patient s urological issues for treatment. The contract Urologist provides both clinic-based and surgical treatment of urological conditions. The contract Urologist provides appropriate urological surgical care to Veterans, including (but not limited to) the following urological surgical procedures: Cystoscopy and renal endoscopy; Ureteral endoscopy; Lithotripsy; Placement of suprapubic catheter; Urodynamics; Cystoscopy; Transurethral resection of prostate; Urethral surgery, dilation or repair or treatment of lesions; Biopsy or excision or repair of penis; Circumcision; Orchiectomy; Biopsy or exploration of the testes, epididymis, scrotum; Vasectomy; Hydrocele, drainage or repair or excision; Prostate, biopsy or ultrasound. The contract Urologist provides consultation to other clinical staff associated with the delivery of urological patient care services at this Medical Center and its clinics. The contract Urologist adheres to and complies with The Joint Commission (TJC) (http://www.jointcommission.org) standards to provide an integrated, interdisciplinary delivery of health care services to the veterans. Includes coordinating, providing and improving health care services responsive to the patients needs and health care. Care shall be appropriately documented in medical records in accordance with an appropriate standard of care and Marion VA Medical Center bylaws. The contract Urologist shall comply with Patient-Focused Functions in delivery of patient care. This includes Patient Rights and Organizational Ethics, Assessment of Patients, Care of Patients, Education and Continuum of Care. The contract Urologist s primary goal is to meet the urological treatment needs and concerns of inpatients and outpatients; and to provide diagnostic care and appropriate treatment to the Veteran patients to maintain standards of high quality care for the Medical Center relating to urological care. The contract Urologist may be exposed to surroundings which involve moderate risks or discomfort which require special precautions; i.e., infectious diseases. The contract Urologist will have the ability to understand, react to, and provide effective treatment of all Veteran patients, taking into consideration the unique needs of Veterans from different age groups. The primary patient demographic group served includes adult (18 to 59 years of age) and geriatric (60 years of age and up) Veteran population. The contract Urologist has the responsibility to appropriately document all aspects of care provided using the VA Computerized Patient Record System (CPRS). This includes, but is not limited to, Initial Assessments, History and Physical, Progress Notes, Surgical Notes/Reports, Interdisciplinary Treatment Team Notes, Medication Orders, Plan of Care, Education, Discharge Summaries, and other administrative type workload may also be assigned. This responsibility includes the timely completion of all required documentation as established by Medical Center Policies and TJC requirements. The Chief of Surgical Service shall monitor performance through direct observation as well as observation of work results on an ongoing daily basis. The contract Urologist shall comply with all Marion VA Medical Center medication prescribing policies and procedures. The contract Urologist will complete all assessments accurately 100% of the time. The contract Urologist shall participate in all VA mandatory training as required. The contract Urologist shall fully comply with the facility Ongoing Professional Practice Evaluation (OPPE) and Focused Professional Practice Evaluation (FPPE) process, as well as any other facility Performance Improvement and Quality Improvement programs. The contract Urologist shall participate and comply with all VISN 15 Performance Measures. The contract Urologist shall participate in monthly (or more frequently if required) Operative and Invasive Case Review Committee meetings and Surgical Rounds, as well as any other quality improvement meetings as requested by the Chief of Surgical Service.
