Description
Synopsis: NASA Kennedy Space Center (KSC) has a requirement for Space Launch Systems (SLS) Liquid Hydrogen (LH2) launch attempt turnaround support. Exploration Ground Systems (EGS) requires between approximately 200,000 and approximately 500,000 gallons of LH2 cryogenic fuel to support refilling the launch complex 39B LH2 storage sphere following the first and potentially the second launch attempts of the SLS vehicle in the event that those attempts prove to be unsuccessful. NASA/KSC intends to issue a modification to NASA purchase order NNK16OM16P under the authority of FAR 13.106-1(b)(1)(i). It has been determined that United Launch Services, LLC is the only potential contractor able to support the Liquid Hydrogen (LH2) launch attempt turnaround requirements. United Launch Services has an active LH2 storage sphere currently in use at Space Launch Complex 37 Pad B (SLC-37B). Furthermore, United Launch Services regularly receives, stores, and transfers LH2 at KSC and has developed the technical expertise required to transfer the aforementioned LH2 quantities during time sensitive launch attempt turnarounds. The NAICS Code for this contract action is 481212 Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 5:00 p.m. Eastern Standard Time on May 11, 2018. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable.
