- DISCLAIMER: THIS IS A FORMAL REQUEST FOR INFORMATION, THIS IS NOT A SOLICITATION. THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. I. BACKGROUND OF REQUIREMENT: MCC implemented the Oracle Contract Lifecycle Management (CLM) Solution in November of 2017. As MCC has gone through the early stages of operating in the system, acceleration of contracting workload at MCC and an influx of new personnel has created a need for additional on-site Oracle CLM support. MCC has staffing in its contracting office of 30 personnel - both government personnel and contractors, and completes between 900-1000 contracting actions every year, so there are a significant number of transactions being entered into the Oracle CLM system. II. REQUIREMENT: MCC is seeking sources and information who can provide a full-time, on-site resource for up to six months with a high level of knowledge and expertise in the following areas: • Oracle Federal Financials - Version 12.1.3 • Oracle Contract Lifecycle Management (CLM) - Version 12.1.3, specifically the following modules: o Oracle CLM Sourcing o Oracle CLM Purchasing, including-  Requisitions  Workload Assignments  Negotiations/Solicitations  Awards  Indefinite Delivery Vehicles (IDVs)  Modifications • Department of the Interior's Interior Business Center (IBC) specific implementation of the above systems • Acquisition/contracting processes, terminology, and requirements III. TASKS: The resource will be expected to conduct the following tasks while on-site at MCC: • Review all existing desk guides, training guides, and MCC guides to become familiar with MCC's current use of Oracle CLM • Provide desk-side, one-on-one support to users on-site who need assistance on any Oracle CLM issue • Collect information from users, including screenshots and error logs, for sending to IBC's helpdesk in order to report and document problems • Develop and refine existing MCC FAQ's on Oracle CLM issues and processes • Assist in holding CLM brown-bags and other short, internal training sessions for MCC personnel using CLM to answer questions and show processes to assist staff IV. INFORMATION SOUGHT: MCC seeks potential sources to provide information to show their capabilities in response to this requirement. The information must be submitted by May 7, 2018 for consideration. This information should consist of a submission of no more than five (5) pages, detailing the following: - The source's expertise in and knowledge of Oracle CLM - The source's specific knowledge and experience with IBC's specific implementation of Oracle CLM 12.1.3. - Any relevant socioeconomic status of the source, such as whether the source is a small business, woman-owned small business, 8(a) firm, HUBZone firm, or Service-disabled Veteran-owned small business - Sample resume of a potential resources that possesses the expertise sought above in II. Requirement, and capable of performing all activities in III. Tasks. - A potential labor category and labor rate for the resource
