Description
RFI Lease Vehicle Program Analysis Request for Information Analysis of the Department of Defense Education Activity's (DoDEA) Leased Vehicle Cost-Effectiveness and Management Policies & Procedures The Department of Defense Education Activity (DoDEA) has a Fiscal Year 2018 requirement to (1) determine the cost-effectiveness of the variety of leasing vehicle procurement actions system wide and to provide recommendations to improve cost-effectiveness and (2) provide recommended management policies and procedures, in accordance with the OBJECTIVES section below, to ensure better recordkeeping and accountability for the use of taxpayer dollars. This RFI is issued for informational purposes to locate capable businesses. DoDEA is conducting market research and desires input from the industry to assist in requirements planning. The information requested by this RFI will be used within the DoDEA to facilitate the decision making process and will not be disclosed outside of the agency. Note: This RFI is not a commercial solicitation, and DoDEA will not be responsible for any costs incurred by interested parties in responding to this RFI. The proposed applicable North American Industry Classification System (NAICS) Code is 541618 (Other Management Consulting Services), under Management, Scientific, and Technical Consulting Services. The solicitation is expected to be released in June-July and an award in August-September. DoDEA expects to make an award for one year to one company. The suspense for this RFI is May 10, 2018. Background DoDEA serves the dependents of military and civilian employees by providing PK-12 instruction to approximately 71,000 students. The number of students varies based on the deployment of military troops worldwide. DoDEA's curriculum, resources, and student achievement scores on standardized assessments compare favorably to high-performing US public schools. DoDEA is divided into eight districts that administer 165 brick-and-mortar schools. The Americas' Southeast and Mid-Atlantic districts have 52 schools in seven states, Puerto Rico, and for administrative purposes, Cuba. Europe's South, East, and West districts have 65 schools in England, Germany, Italy, Belgium, Netherlands, Spain, Turkey, and Bahrain. The Pacific's West, East, and South districts have 48 schools in Korea, Japan, and for administrative purposes, Guam. In addition, DoDEA operates a fully accredited Virtual High School with its main office in Virginia and teaching hubs in Germany and Okinawa. DoDEA has recently completed a system wide restructuring; however, the leased vehicle program was not included in that effort. Currently DoDEA procures leased vehicles (cars and vans) in a variety of ways from a variety of entities. In the US DoDEA also leases maintenance vehicles. See the table below. Price: Please provide a non-binding pricing estimate that will be kept confidential. Pricing shall be all inclusive. a) Virtual Site Visit - All sites (Assume all visits will take the same amount of time.) b) Analysis & Recommendations c) Drafting Management Policies and Recommendations d) Revising Draft Management Policies and Recommendations based on DoDEA feedback e) Any travel costs in Presenting to senior leaders at DoDEA HQ in Alexandria, VA (estimated time 2-3 hours). 2. Capabilities statement: All vendors responding to this RFI shall provide a capabilities statement which outlines the vendor's ability to meet the requirement. What are your capabilities in the areas of (1) doing cost-analysis of leased vehicles and (2) creating the type of management policies and procedures associated with this requirement? 3. Feedback/Suggestions: a) Identification Please provide the following information: contact information, CAGE number, DUNS number, business size, and applicable NAICS codes. b) Personnel Please provide a brief description of key personnel's qualifications that would lead the effort to complete the analysis and the updating of the policies and procedures. c) Virtual Visits DoDEA plans the contractor to do virtual visits for all districts. d) Timeline Is it reasonable to do the analysis of the leased vehicles in 5 months (Assuming a June 1st start date) and to draft and finalized recommendations for management policies and procedures within those same 5 months? If not, please describe your estimated timeline. e) Recommendations Provide any recommendations for DoDEA to consider for the performance work statement. All inquiries regarding this RFI are due to the Government by 12:00 (Noon EST) May 10th 2018. This RFI is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, DODEA is not seeking proposals at this time and will not accept unsolicited proposals. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party's expense. Submissions will not be returned. Failure to respond to this RFI does not preclude participation in any future RFP, if any is issued. If an RFP is issued, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website at http://www.fbo.gov. The information provided in this RFI is subject to change and is not binding on the Government. It is the responsibility of potential offerors to monitor these sites for additional information pertaining to this effort.
