- Draft SOW SSN Health and Emergency Response This is a Sources Sought Notice for a commercial acquisition. The Government does not intend to award a contract on the basis of this Notice or reimburse the costs incurred by potential offerors in providing the information requested herein. Accordingly, the National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), and Eastern Acquisition Division is conducting market research to determine potential sources capable of providing Marine Animal Health and Emergency Response as detailed herein: The North American Industrial Classification System (NAICS) code is 541940, Veterinary Services. The small business size standard for this NAICS code is $7,500,000 or less. This is not a request for technical or cost proposals. All types of businesses are encouraged to submit a brief (no more than four pages including cover letter), typed Capability Statement in response to this sources sought announcement. The responses received to this sources sought notice will help to determine any potential socio-economic set-aside for this requirement. The purpose of this request is to obtain the services of a contractor to provide diagnostic support for the Marine Mammal Health and Stranding Response Program (MMHSRP), coordination of veterinary, diagnostic, and logistical support for killer whale health and stranding investigations, and development of a Southern Resident killer whale health database with the NMFS West Coast Regional Office; assistance with epidemiological support for investigations of marine animal health events such as UMEs and mentoring and advising NMFS biologists and veterinarians on wildlife health issues and assistance with response to marine animal health emergencies, especially coordination of responses to disasters and oil spills impacting (or with the potential to impact) marine mammals. A DRAFT Statement of Work (SOW) is provided with this Sources Sought Notice to provide more detail on the requirement. Firms who believe they have the capabilities to satisfy the requirements as described in this notice, must furnish detailed information concerning their capabilities. Submitted Capability Statements shall include the following: (1) Company name and address (2) DUNS number (3) Type of business (e.g., large business, small business, 8(a), veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and/or women owned small business, as validated via the System for Award Management (SAM) (4) Company point of contact – name, phone and email address (5) Description for the capabilities for meeting the following requirements: o Diagnostic support for the Marine Mammal Health and Stranding Response Program (MMHSRP). o Coordination of veterinary, diagnostic, and logistical support for killer whale health and stranding investigations, and development of a Southern Resident killer whale health database with the NMFS West Coast Regional Office. o Assistance with epidemiological support for investigations of marine animal health events such as UMEs and mentoring and advising NMFS biologists and veterinarians on wildlife health issues. o Assistance with response to marine animal health emergencies, especially coordination of responses to disasters and oil spills impacting (or with the potential to impact) marine mammals. o Continuing assistance with development and implementation of the National Pinniped and Cetacean Oil Spill Response Guidelines and annexes, and begin development of the Pacific Islands Disaster Response Plan. Continue regional implementation of the National Oil Spill Guidelines through development and review of regional annexes and response plans. Assist with and/or prepare (as appropriate) training and exercise plans and tracking of training. Standard brochures will not be considered a sufficient response to this notice. Interested sources shall submit an electronic copy of their Capability Statement (limited to four pages including cover letter ) to Kristy Dixon, Contract Specialist, via email at kristy.dixon@noaa.gov, no later than 10:00 AM Eastern Standard Time (EST) on Friday May 4, 2018. Responses will not be returned. Any questions or responses to this Sources Sought announcement shall be directed to Kristy Dixon via the email address provided. No feedback will be provided regarding individual Capability Statements. Information received will be considered solely to make informed decisions regarding a potential procurement. Responses to the Sources Sought announcement are not offers and cannot be accepted by NOAA to form a binding contract. No reimbursement for costs will be made associated with providing information in response to this Sources Sought announcement or follow-up information requests, if applicable.
