.pdf copy of RFI Request for Information (RFI) M67854-18-I-1375 for Organic Precision Fires (OPF) This Request for Information (RFI) replaces RFI # M6785418RFI7411 previously posted to FBO on 23 April 2018. This RFI initiates of market research under Federal Acquisition Regulation (FAR) Part 10 and is not a Request for Proposal (RFP). The information provided herein is for information only and is intended to initiate communication with industry in order to assess market potential. No solicitation document exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure these items or to issue a solicitation. In addition, the Government is under no obligation to pay for information submitted in response to this RFI and responses to this notice cannot be accepted as offers. Any information that the vendor considers proprietary should be clearly marked as such. Responses to this RFI that indicate that all information therein is proprietary or represents confidential business information will be received and held in confidence for U.S. Government use only. The RFI seeks ideas and information regarding an Organic Precision Fires (OPF) capability as well as possible contract strategies, which may include approaches such as traditional FAR based contracts and Other Transaction Authority opportunities for prototype efforts. The Program Manager Fires (PM Fires), Portfolio Manager, Ground Combat Element Systems (PfM GCES), Marine Corps Systems Command (MARCORSYSCOM), seeks industry input to identify potential sources for an OPF capable of attacking targets at ranges that exceed weapons systems currently in an organic infantry battalion (7km) and up to 100 kilometers. PM Fires plans to develop future acquisition strategies which may include a Family of Systems or tiered capability identified by systems attributes and requirements. In the near term the PM Fires intends to conduct a limited Field User Evaluation using an OPF prototype to inform concepts of employment and capability requirements. The OPF should have the following characteristics: a. Ease of Command and Control (C2) during flight, up to and including impact b. Ability to accept/integrate with Government owned C2 systems and architectures and be controlled from a common tablet (T) and the Target Handoff Systems v2 (O) c. Ability to loiter mid-flight while performing ISR / target recognition d. Ability to perform Positive Identification (PI) or target identification e. Ability to engage and attack a variety of targets to include personnel, armored vehicles and facilities f. Be capable of operations and storage in accordance with MIL-STD-810 g. Be capable of commercial air transportation h. It is desirable to have a tiered or scalable system that includes man pack and multi pack vehicle options SUBMISSION REQUEST There is no page restriction associated with this RFI; however, an executive summary, not to exceed five pages, should accompany each submission. Responses may include any advertising or marketing information. Vendors deciding to submit competition sensitive or proprietary information bear sole responsibility for marking the information for appropriate safeguarding. Please include the following information in the response: a. Company Name; b. Cage Code & DUNS; c. Business size for NAICS 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing). d. Indicate whether the company is 8(a) certified, disabled veteran-owned, veteran-owned, woman-owned, HUB Zone, Native American, or any other Small Business Administration approved designation; e. Estimated unit and components pricing. (if available) f. Monthly and yearly production capacity; (if available g. Material Description. Please identify which requirements the system meets; h. Technology Readiness Level or Manufacturability Readiness Level (TRL/MRL) (current), TRL/MRL (projections FY18 FY25) I. Buy American Act compliance. Any questions, comments, and RFI responses should be submitted via the AMRDEC Safe Access File Exchange (SAFE) (https://safe.amrdec.army.mil/safe/). A "Getting Started Guide" is located on the home page, if needed. Responses may be submitted as a "guest" for any respondent that does not have a DoD Common Access Card (CAC). Responses are to be submitted via the AMRDEC SAFE or regular mail, and all attachments must be in Microsoft Office formats or Adobe Acrobat formats. RFI questions or clarifications may be submitted before 3:00 p.m. Eastern Time, 15 May 2018. Marine Corps Systems Command will post all questions and answers to the Federal Business Opportunities website (https://www.fbo.gov/) within 7 days. RFI responses should be received no later than 3:00 p.m. Eastern Time, 22 May 2018. INDUSTRY DAY The Government does not anticipate conducting an Industry Day in support of this requirement. PROPRIETARY DATA The Government may use information received from this RFI to establish future Marine Corps requirements. Vendors deciding to submit competition sensitive or proprietary information bear sole responsibility for marking the information for appropriate safeguarding. Proprietary information will be protected from unauthorized disclosure as required by Subsection 27 of the Office of Procurement Policy Act as amended (41 U.S.C. 423) (hereinafter referred to as "the Act"), as implemented in the FAR. Disclaimer: The Government uses support contractor/non-Government personnel from Patricio Enterprises, Knowledge Capital Associates, and GID Solutions and their subcontractors as consultants to help collect and review market information. MCSC contractually binds these companies with respect to proprietary information by organizational conflict of interest and non-disclosure clauses. Supporting contractor personnel are procurement officials within the meaning of the Office of Procurement Policy Act (41 U.S.C. 423) and as implemented in the FAR.
