Description

Special Notice Notice of Intent to Award a Sole Source Procurement The Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network (VISN) 17, Network Contracting Office 17, intends to award a firm-fixed priced order to Roche Diagnostics Corporation for procurement of the following item: Item# Description: 0001 Analyzer, COBAS Z480, Manufacturer: Roche Diagnostics Corporation Unit of Issue: Each, Quantity: 1 Delivery Location: South Texas Veterans Health Care System Audie Murphy VA Hospital 7400 Merton Minter Blvd. San Antonio, TX 78229-4404 Required delivery date: 8/1/2018. The proposed sole source procurement will be made by an open market pricing agreement from Roche Diagnostics Corporation. The COBAS Z480 instrument is designed for automated multi-channel pipetting used to extract, purify and prepare target nucleic acid for subsequent real-time Polymerase Chain Reaction (PCR) testing. The requesting activity state they (the government) already own a COBAS Z480 analyzer and a second analyzer is required for increased workload volume and to service as a back-up analyzer during downtimes. The STVHCS laboratory requires the same analyzer so that the same protocols and reference ranges are used. This notice is not to be considered a request for quotations or proposals. A contract will not be awarded based on an offer received in response to this notice; however, all responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. Proposals or offers received will be used to determine if a comparable source is available and more advantageous to the government. The government will not be responsible for any costs associated with the preparation of responses to this notice. If no affirmative written response is received within 5 days from the publication of this notice, a contract/order will be issued to Roche Diagnostics Corporation without any further notice. The anticipated statutory authority permitting other than full and open competition for the requirement is 41 U.S.C. 3304(a)(1), as implemented by FAR 6.302-1; Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Notice: the POC for this notice does not have a Federal Business Opportunities registration account. Do NOT respond to this notice in the Interested Vendors List tab. The POC does not have any visibility to the Interested Vendors List tab within the notice. Interested firms must respond directly to the POC email address listed in the notice for consideration.
