Description
SOURCES SOUGHT NOTICE UV Laser Marking Machine/System BACKGROUND. The Department of Veteran Affairs (VA) Cooperative Studies Program Clinical Research Pharmacy Coordinating Center (CSPCRPCC) has a requirement to purchase an up to date UV Laser Marking Machine which will be customized to be integrated into our automated bottling packaging line. It must be made of high quality material, and adhere to 21 CFR part II requirements. This UV Laser system shall allow production personnel to place a HDPE pharmaceutical bottle on a conveyor type packaging/bottling line and apply a 2D alphanumeric or other type code permanently preventing risk to manipulating or counterfeiting product identification. SCOPE. The contracted vendor shall provide the most current model UV Laser system that can be integrated into our existing packaging line detailed in section 3.1a of this notice. This packaging line processes primary packaging of various shape and size bulk quantity pharmaceutical bottles ranging in size from 50cc to 750cc. The UV Laser system must be capable of applying 2D alphanumeric code 39 and 129 barcodes onto rigid plastic HDPE materials, and other pharmaceutical materials and have the capacity up to process 20 to 30 bottles per minute (BPM). The system must have a camera system capable of verifying the applied barcode is readable. It must have a reject system to either shut down the production line or reject the un-readable bottle off the line. A fume extraction system must be part of this system to reduce the breathing in of possible fumes when bar code is being applied. The contracted work shall include factory acceptance testing (FAT), crating, freight (FOB: destination), delivery, onsite installation, training, and a one-year standard warranty SALIENT CHARACTERISTICS. UV Laser Marking Machine/System Must be designed to integrate with our existing conveyor/packaging line Conveyor Length: 84 Conveyor Width 4.5 Duel Rail Height: 2.5 Each Rail Width: ¾ Space Between Each Rail: 1 Capable of processing container (bottles) ranging in size from 50cc to 750cc o Bottle opening: ¾ to 4 o Bottle Height: 1 ½ to 7 ¾ c. Must be capable of imprinting barcode on HDPE pharmaceutical bottles d. Must be able to apply barcodes 39 and 129 e. Series numbers along with code 39 and 129 imprinting f. Imprint barcode in a vertical and horizontal position g. Laser Touch Panel PC h. Barcode verifier after barcode imprinted on bottle i. Rejection system if barcode non- readable j. Capable of processing 20 to 30 bottles per minute (BPM) k. Operation beacon warning light l. Fume extractor to dissipate fumes and smell from laser imprinting m. Validation Package (Certified Executable Installation/Operational Qualification IQ/OQ Validation Document) n. The UV Laser must be capable of integrating with equipment currently being used on our existing packaging line to include gating whether it is a camera or beam type sensor. o. Independent Pneumatic Gating System shall be mounted on customer s conveyor. Includes s/s junction box, product sensor, pneumatics p. Rejection System shall be mounted on customer s conveyor line and tested prior to job completion. q. Rejection Verification Check to be mounted on customer s conveyor. r. Rejection Verification Check to be mounted on customer s conveyor. s. Extraction System shall be mounted on customer s conveyor line and tested prior to job completion. t. The contracted vendor shall provide a certified Service Technician to supervise the onsite installation, startup of the equipment and to provide basic training (overview the UV Laser system and all associated piece parts of this system as well as minor troubleshooting). 6. Documentation: Contracted vendor shall provide: PDF (electronic) User/Service manual(s) Certified Installation Qualification (IQ) documentation Certified Operational Qualification (OQ) documentation 7. Warranty: Equipment and component warranties for 12 months. The anticipated contract will be firm fixed price. This notice is not a request for competitive proposals, however; any responsible source who believes it is capable of meeting the requirement may submit a capability statement to the contracting office no later than 5/10/18 at 12 PM, EST. Interest/capability statements may be sent to Lynn Portman at lynn.portman@va.gov and should include company name, address, point of contact, business size, SDVOSB/VOSB status, and description on how the vendor can meet the requirements. All submissions must include a narrative description of how the proposed cage and rack washer will meet the requirements stated above AND product literature to include pictures. No telephone responses will be accepted. This notice is to assist the Government in determining sources only. A solicitation is not currently available. If a solicitation is issued, all interested parties must respond to that solicitation announcement separately from the responses to this announcement.
