- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR A COMMERCIAL SERVICES PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6 AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED. This is a full and open competition. The North American Industry Classification Systems (NAICS) code for this acquisition is 811213 and the small business size standard is $11.0M. The Voice of America, London Television Facility has a requirement to upgrade its current broadcast center. The Contractor will be required to supply equipment, perform engineering and installation services for the London television facility modernization. Contractors who are capable of providing these services should submit a proposal identifying capabilities as noted in the attached Statement of Work (SOW). The Contractor shall demonstrate the ability and experience in providing the required services. The Federal Acquisition Regulation (FAR) provision FAR 52.212-1 Instruction to Offerors-Commercial Items, applies to this solicitation. Offerors shall include a completed copy of the provision FAR 52.212-3 Offeror Representations and Certifications-Commercial Items which is completed by registering in the System for Award Management (SAM) Website at: https://www.sam.gov/portal/public/SAM/. Proposals must also include contractor's DUNS Number, prompt payment terms, and correct remittance address, if different from mailing address. OFFERORS MUST BE REGISTERED WITH SAM PRIOR TO CONTRACT AWARD. Full text of all FAR clauses and provisions are available electronically at the following Internet address: (http://www.arnet.gov/far). Oral or faxed proposals will not be accepted. THERE IS A MANDATORY IN-PERSON SITE VISIT Prior to submission of a proposal, Offerors shall attend a site visit scheduled for May 15th or 16th, 2018 at the address below, in order to tour the production facility and understand the size, scope, and complexity of the work involved. Proposals received from Offerors that do not attend the Site Visit will not be evaluated. 167 Fleet St, London, EC4A 2EA These will be the only dates available for the site visit, and there will be no opportunity to reschedule a visit. * Note : Only two individuals from each Contractor are allowed to attend. Please confirm your attendance at the site visit by no later than May 8, 2018 5:00 PM GMT. Upon submitting an email confirming of your attendance, a response email will be sent with your company's allocated time slot and arrival instructions. Questions must be submitted in writing and only via email to the Contracting Officer and Contract Specialist identified below before 3:00 p.m. GMT Time on May 7, 2018. Proposals shall be submitted ELECTRONICALLY via email only to the Contracting Officer and Contract Specialist identified by or before 12:00 p.m. GMT on May 30, 2018.
