- The U.S. Fish and Wildlife Service (USFWS) Contracting and General Services (CGS) Region 1 has been tasked to solicit for and procure a firm-fixed-price (FFP) contract for lead remediation services of an abandoned firing range at the Tule Lake National Wildlife Refuge in Tule Lake CA (Siskiyou County). Project is a small business set-aside. Applicable NAICS code is 562910. Small business size is defined as 750 employees or less. The period of performance will be one year from date of award. Firms interested in attending a site visit will meet on Tuesday, April 17, 2018 at 10 AM local time at Tule Lake National Wildlife Refuge, 4009 Hill Road, Tule Lake, CA 96134-9715. The following is the current Statement of Work of the required tasks. 1. General The purpose of this contract is to remove lead shot from the soil of an abandoned small arms range at Tule Lake NWR per the attached Work Plan. The Work Plan was prepared by Ahtna Environmental Inc. (Ahtna) to guide field staff in the future cleanup of lead associated with the former small arms firing range at the Tule Lake National Wildlife Refuge (NWR). The location and layout of the Tule Lake NWR firing range is shown on Figures 1 and 2. The purpose of the attached Work Plan is to document site specific ecological risk-based threshold concentration (RBTC) for lead, proposed remedial action areas, the methods that will be utilized for the removal, dust management protocols, disposal requirements, and backfill and grading requirements. Camp Tule Lake is a culturally significant property on the Tule Lake National Wildlife Refuge that served as a civilian conservation center and segregation facility. The camp was established by the U.S. government in 1935 to accommodate vocational trainees as part of the expansion of available land for the Klamath Reclamation Project. During World War II the camp was used for sheltering Japanese American strikebreakers, imprisoning Japanese American dissidents, and housing Italian and German prisoners of war. After the war, on 25 April 1946, the camp was transferred from the Army back to the U.S. Fish and Wildlife Service (Service). In 2008, Camp Tule Lake was included as part of the larger Tule Lake Unit when it was designated as the WWII Valor in the Pacific National Monument. Camp Tule Lake is currently co-managed by the Service and the National Park Service (NPS). The purpose of the Tule Lake Unit is to preserve, study, and interpret the history and setting of the incarceration and later segregation of Japanese Americans at Tule Lake during World War II. 2. Scope The Contractor shall: ¿Remove the lead from the soil located at the abandoned Firing Range (Camp Tule Lake) within Tule Lake NWR per Ahtna Work Plan dated 01/10/2017. Areas identified by purple, blue, and green color coding in Figure 4 of the Work Plan identify the areas/cells that require lead removal. The tree row to the North of the green areas identified in Figure 4 are to be protected if possible. ¿Remaining soils in the areas identified by purple, blue, and green color coding in Figure 4 of the Work Plan shall be lead shot free as possible and below occupational ESL of 320 mg/kg. ¿One clearance sample analysis shall be taken at the base of each excavated grid and 2 clearance sample analysis shall be taken from the staged screened soil prior to backfilling the grid/cell. All remaining soils on site within the colored areas of Figures 4 of the Work Plan shall be below occupational ESL of 320 mg/kg. ¿Site restorations will include leveling the berm and returning the area to its natural grade to match the surrounding topography. Removed vegetation and debris (concrete, wood, etc) shall be piled up in separate piles and left on site. ¿Lead and lead contaminated soils shall be disposed of and/or recycled IAW federal, state, and local regulations. TCLP analysis shall be taken prior to offsite soil disposal. ¿All equipment shall be clean and free of vegetation and dirt prior to arrival at the refuge. 3. Optional Items ¿Removal, screening and/or disposal, and analysis of soil if additional excavation is required beyond the depths identified on figure 4 of the Work Plan. 4. Deliverables ¿Contractor shall provide a summary report as outlined in Section 6 of the attached work plan. Final draft report shall include 2 hard copies and an electronic version in PDF format; contractor will provide copies of all electronic files to include Word, Excel, CADD, photos, etc. ¿Contractor shall provide the kick-off meeting minutes NLT 5 working days after the meeting. 5. Assumptions ¿Approximately 775 cubic yards of soil will be excavated and screened to remove lead shot. Of the excavated 775 cubic yards of soil, approximately 175 cubic yards (purple area of Figure 4 of the Work Plan) shall be disposed of offsite per federal, state, and local regulation. The 175 cubic yards of soil (purple area of Figure 4 of the Work Plan) shall not be mixed with other screened soils that will remain on site. 6. Award will be made on the basis of the lowest evaluated price of an offer meeting or exceeding the acceptability standards for non-cost factors. There will be two (2) non-cost evaluation factors including recent relevant experience and past performance. To receive consideration for award, a rating of no less than "Acceptable" must be achieved for recent relevant experience and past performance in similar lead remediation work.
