- THIS IS A SOURCES SOUGHT NOTICE FOR PLANNING PURPOSES ONLY. The General Services Administration (GSA) is seeking qualified small business contractors (including small disadvantaged businesses such as HUB Zone Certified, 8(a) Certified, Service-Disabled Veteran Owned and Women Owned, etc.) with General Construction Contracting experience for the Correction of Water Infiltration Issues. The project consists of vault repairs at the Netpop/Telecom Vault and Vaults at 11 West Quincy Court and 230 South State Street. The North American Industry Classification System (NAICS) Code for the proposed acquisition is 236220 and all associated specialty trade Contractors. The estimated total construction cost for this project falls within the range of $250,000.00 to $500,000.00. THIS IS NOT A REQUEST FOR OFFERS OR PROPOSALS. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. This is a market research tool being utilized to determine the availability and adequacy of potential sources prior to issuing a formal solicitation. The Government is not obligated to and will not pay for information received as a result of this announcement. Requests for a solicitation will not receive a response. If no responses are received from potentially responsible small business sources, GSA under the FAR part 19.501(b) will have completed its due diligence regarding setting this procurement aside for small businesses and will proceed with procuring this requirement on an unrestricted basis. Firms interested in this project shall provide a minimum of two (2), no more than five (5), similar projects that are at least 90% complete. A “similar” project is defined as a project that is similar in size, type and complexity as further defined below. To be considered similar in size, projects must exceed $150,000 in construction costs and be completed in the last ten (10) years. To be considered similar in type, project(s) must include the repair of structural concrete in commercial or public buildings or poured in place concrete vaults. To be considered in complexity, projects should include, but are not limited to concrete sounding, concrete patching, shotcrete installation, structural concrete section replacements, and applied water proofing techniques of underground concrete structures. If you are an interested small business, please submit 1) the Market Research Questionnaire and 2) a Project Experience Form for each project example. All information is subject to verification. Each response shall be reviewed by the Contracting Officer for the purpose of determining whether there exists reasonable expectation of obtaining a sufficient number of offers from responsible small businesses that are competitive in terms of market prices, quality, and delivery. A determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. All information furnished to the Government in response to this notice will be used for review purposes only. Responses to this announcement will not be returned, nor will there be an ensuing discussions or debriefings. Completed Market Research Questionnaires and Project Experience must be submitted no later than Friday, May 24, 2018 at 4:00 PM CDT.
