Description
This action was awarded as an 8(a) Sole Source Set-Aside under the authority of section 8(a) of the Small Business Act." The contractor shall provide all equipment, materials, personnel and services required to complete the activities detailed in this PWS; except for those items specified as Government furnished equipment, property or activities. The investigation will consist of: • Auger drilling • Drive sampling (Standard Penetration Test or SPT) • Rock coring (if applicable) • Soil sampling • Soil testing • Rock compressive strength testing (if applicable) All work, shall be completed within 45 calendar days after contract award. All test pits and boreholes should be located at the Pinon Canyon Dam project site prior to the start of subsurface investigation operations. All drillers shall be licensed in the state of New Mexico. All work under this PWS shall be performed in an environmentally acceptable manner conforming to existing Federal, State, and Local regulations. 5.2.2 Test Pits Prior to the commencement of test pit activities, the contractor shall ensure all known utilities in the project area have been identified and clearly marked. Test pits shall be completed at minimum of 5-ft away laterally in any direction from the location of all known utilities. Each test pit shall have a minimum opening area of 2'x2' located on BLM property at the approximate locations as described in section 5.2.3 of this PWS. 5.2.3 Subsurface Investigation Sampling Subsurface investigation sampling described in this PWS will consist of test pits, auger drilling, drive sampling (Standard Penetration Test or SPT), rock coring (if applicable), and soil sampling at the Pinon Canyon Dam project site. All borings shall be auger drilled and drive sampled (SPT) utilizing a 1-3/8 inch I.D. (2-inch Outside Diameter (O.D.)) by 24-inch long split spoon barrel drive sampler with samples collected continuously up to a specified depth then at 2.5' intervals thereafter to the termination depth, unless otherwise specified. Should rock be encountered or SPT blow counts exceed 100 blows per foot the depth shall be deemed as a spoon-refusal. At the discretion of USACE field personnel, rock coring may be directed and should be continuously sampled using an NX size diamond drill core barrel to a specified depth. The contractor will be responsible for collecting and labeling soil and rock samples for laboratory analysis. All soil samples collected should be visually identified in the field in accordance with ASTM D 2488. See the subsurface investigation schedules in the sections below for locations and depths of cores, potholes, and boreholes. Site maps and subsurface investigation are attached at the end of this PWS. It is recognized that prior to or as the investigation is conducted, it may be necessary to modify the plan in order to fully investigate the characteristics of the subsurface encountered. All modifications should be communicated with the POC and recorded on the applicable investigation log, as necessary. Furthermore, the contractor shall not hold the government liable for changes in locations and borehole depths so long as the total number of cores, potholes, and linear feet of drilling remains as stated in this PWS.
