- NOTICE OF INTENT TO AWARD SOLE SOURCE Project Title: Preventative Maintenance for Astrophysics X-Ray Machine Announcement No.: NB192020-18-01205 The National Institute of Standards and Technology (NIST), hereby submits a notice of intent to award a sole source firm fixed price purchase order for preventative maintenance and support of the Astrophysics X-Ray Machine. Due to the proprietary nature of the replacement parts for the X-Ray machine, Astrophysics Inc. is the only company that can provide maintenance for the equipment. There are no other authorized resellers. The period of performance for this effort will be a one-year base with four 12-month options. The optional line items are for additional preventative maintenance and support. The X-Ray machines play a vital role in the operations of the Package Services Group. The machines are used daily to x-ray all incoming mail and packages. Without maintenance and service, we risk exposing NIST to the many dangers of explosives, bio-terrorism, etc. NIST intends to enter into a sole source purchase order with Astrophysics Inc., under the authority of FAR Part 6 302-1, 41 USC 3304(a)(1) - only one responsible source - for preventative maintenance. The North American Industry Classification System (NAICS) code for this acquisition is 811310 - Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance; the Small Business Size Standard is $7.5M. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This is NOT a request for quotes or proposals. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by 12:00 p.m. Eastern Time on May 17, 2018, will be considered by the Government.
