- SOURCES SOUGHT NOTICE This is a full and open Sources Sought Notice. This is NOT a solicitation for proposals, quotation abstracts, or quotations. This notice is for informational and planning purposes only and shall not be construed as a solicitation or an obligation or commitment by the Government, nor is it a Request for Quote (RFQ) at this time. It is the intent of the Department of Veterans Affairs, (herein afterwards referred to as VA Pittsburgh Healthcare System) to establish a fixed price contract for organ donor blood testing that will last 5 years and consist of 1 base year with 4-1 year option periods. The vendor shall perform HIV-1/HCV/HBV NAT and West Nile virus (PCR) testing on blood samples sent by the VA Pittsburgh Healthcare System. The HIV-1/HCV/HBV NAT test is a panel that includes 3 assays: human immunodeficiency virus (HIV-1), hepatitis C virus (HCV) and hepatitis B virus (HBV). West Nile virus (PCR) testing will also be performed along with the before mentioned panel. All assays will be run on the patient sample that is sent to the vendor. Blood samples labelled with at least two patient identifiers will be submitted by the VA Pittsburgh Healthcare System laboratory in sterile red top vacutainer tubes with no additives and purple top vacutainers containing EDTA as an anticoagulant. The samples will be shipped directly to the vendor from the VA Pittsburgh Healthcare System processing department. Results will be faxed to the VA Pittsburgh Healthcare System within one business day upon receipt of sample. Vendor must be CLIA, FDA and PA Department of Health certified during the time frame of this agreement. Testing must be available on a 24/7 basis. The vendor must be able receive, perform and report testing within 24 hours. VA will also accept responses from all socioeconomic categories and open market sources in order to gain a more complete understanding of the market for these items. Estimated Usage Description of Services Annual Quantity Unit NAT Panel (Ultrio) 15 Each West Nile Virus (PCR) 15 Each All responses should include the following; FSS contract number if applicable, socioeconomic category, technical/capability information, ability to meet VA requirements, and existing customers. The NAICS Code for the expected acquisition is 621511, with a Size Standard of $32.5 million and the PSC Code is Q201. Interested sources may submit a 1 or 2 page capability statement with enough detail for the Government to make an informed decision regarding such capability. The statement should identify supplier s name, address, point of contact, phone and fax numbers, e-mail addresses and business type and size. Any pertinent FSS Schedule numbers with expiration date should also be provided. Any organization responding to this notice should ensure that the response is complete and sufficiently detailed to allow the Government to determine the organization s qualifications to deliver the supplies. Respondents are also advised that the Government is under no obligation to acknowledge receipt of the information or provide feedback about any of the information received. After review of the responses received, the Government may issue a pre-solicitation synopsis and solicitation may be published in GSA e-Buy or FedBizOps.Gov. No proprietary, sensitive, confidential or classified information shall be included with your response.
