Description
This is not a Pre-solicitation or Solicitation announcement. This is a request for information sources sought notice only. The purpose of this sources sought notice is to gain market knowledge of potential qualified sources and their size classifications; HUBZone, 8(a), Small Disadvantage Business, Woman Owned Business, Veteran Owned Business, Service Disabled Veteran Owned Business, Large Business relative to NAICS Code 541714, with a small business size standard not to exceed $15,000,000.00 gross annual receipts. Responses to this sources sought synopsis will be used by the Government to make appropriate determinations about potential sources only. No solicitation is currently available at this time. After review of the responses to this sources sought announcement a synopsis and/or solicitation announcement may be published at a later time. Responses to this notice shall include company name, address, point of contact, size of business pursuant to North American Industrial Classification Code (NAICS) and must respond to the following questions: 1) Is your business a small business under NAICS code 541714? 2) Does your firm qualify as a small disadvantaged business? 3) If disadvantaged specify if your firm is certified under Section 8(a) of the Small Business Act 4) Are you a certified HUBZone firm? 5) Are you a woman-owned or operated business? 6) Are you a certified Service-Disabled Veteran Owned or Veteran Owned business? 7) Is your business a large business? Please provide a capability statement addressing your organization's ability to perform as a prime contractor the work described below: The US Army Engineer Research and Development Center (ERDC), Environmental Laboratory (EL), requires means to monitor biological effects of chemicals and other stressors on microbes, insects, birds, and mammals. Understanding how biological systems modify and adapt to these chemicals requires determining which genes are up or down regulated via various sequencing techniques. To enable the determination of gene regulation, the EL requires sequencing services to decrease downstream variability and HiSeq sequencing from environmental samples. Large numbers of unique genes must be analyzed in many individuals to accurately determine if organisms have been exposed to and/or have been negatively affected by toxic chemicals and environmental stressors. ERDC-EL along with collaborators is currently assessing toxicity of environmental contaminants in various species and requires these services to quantitatively determine the amount that these genes are expressed or altered under these conditions. Currently, the EL has only one instrument, the Illumina Mi-Seq that can be used for very short sequencing of samples. Most of the EL research projects now require long sequencing of samples using cutting edge technology and instrumentation for ongoing research projects. A Master BPA is required to obtain these services. Each company should provide all data and results within 30 working days from receipt of the samples. Due to data variability between companies performing sequencing services, each project will use the company that performs the first call for the services for the project from beginning to end. This will eliminate error due to different instrumentation, different sample and data processing and due to different methods. The companies performing these services must use high through put instruments such as Illumina Hi-Seq X instruments, Hi-Seq 4000 instruments, Hi-Seq 2500 instruments, NovaSeq 6000. The following sequencing services are needed for ongoing projects. Because of the unique nature of sequencing, several companies will need to be chosen for the Master BPA because no one company is capable of providing all of the services listed below. Each company should outline exactly what sequencing services that they can provide from the list below. 1. Whole Genome Sequencing 2. Whole Exome Sequencing 3. mRNA-Seq 4. IncRNA Seq 5. Small RNA Sequencing 6. IsoSeq on PacBio 7. Whole Genome Bisulfite Sequencing 8. CHIP-Seq 9. Single Cell DNA Sequencing 10. Single Cell RNA Sequencing 11. De Novo Sequencing 12. Amplicon Sequencing 13. Metagenomic Sequencing 14. Pan-Genome Sequencing 15. Whole Genome ReSequencing 16. Nex-Gen Sequencing 17. TempO Seq for RNA, DNA, Protein, Whole Transcriptomes, Fixed panels, & Custom Content 18. Bioinformatics Analysis of data to include: data quality control (filtering reads containing adapter or with low quality, filtering host genome sequences), assembly, species annotation (microorganic sequences extracted from NCBI NR database 2016-11-05), Gene prediction, Gene annotations (KEFF, eggnog, CAZy, ARDB database), species/gene/function abundance statistics and cluster analysis, comparative analysis (among samples) 19.
