- C-21 CLS RFI Amend 1 Additional questions 18 through 22 added below. The full RFI with amendment is attached as a package. The response time is extended to 25 May 18 at 4:00pm CST. •18. Facility Clearance •a. The potential contract will require prior to award a facility clearance equal to the highest classification specification on the DD254 which is expected to be SECRET. Therefore, all facility clearances must be approved and Foreign Ownership Control or Influence (FOCI) issues must be mitigated prior to award. The Industrial Security Facilities Database (ISFD) will be used to verify facility clearances. Questions •1) Does your company currently have a facility clearance up the classification of SECRET entitled to COMSEC information without additional authorization? •2) If your company does not have a facility clearance, does it have the ability to obtain a facility clearance? •19. Avionics Manager •a. The Government is evaluating the possibility of adding an Avionics Manager with 15 years of aircraft avionics experience with at least 10 years on Learjet Model 35 aircraft. Questions •1) What is your experience with an Avionics Manager? •2) Do you have the capability of hiring an Avionics Manager with the required qualifications? •3) Do you believe this requirement is necessary? •20. Aircraft De-militarization and Retirement •a. The Government is contemplating adding a requirement for the contractor to have the capability to demilitarization and retire aircraft. Questions •1) Do you have experience with demilitarization and retiring aircraft? •2) Would this be an effort you could accomplish or would you have to sub this to another contractor? •21. Contract Data Requirements Lists (CDRL) •a. The Government will require Contract Data Requirements Lists (CDRLs) for deliverables. Questions •1) What is your experience with CDRL deliverables? •22. Open and Closing Sites •a. The Government may require deployments to various locations and closure of current locations. Questions •1) What is your experience in opening new locations for operations? •2) What is your experience in closing locations?
