- This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The NSWCCD intends to solicit on the basis of a full and open competition for fire test support services. Award based on lowest price, technically acceptable. Service descriptions are included on the solicitation document as applicable (document N00167-18-Q-0054). This announcement constitutes the only solicitation and a written solicitation will not be issued. Quotes are being requested under RFQ N00167-18-Q-0054. The NSWCCD intends to award a firm fixed price purchase order using Simplified Acquisition Procedures. The NAICS code is 541330 and the business size is 15.0 million dollars. This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular FAC 2005-92 and the Defense Federal Acquisition Regulation Supplement (DFARS) DPN 20161104 SEE ATTACHED FILE FOR CLAUSES AND PROVISIONS. Evaluation Factors (in order of importance) 1. Technical - Offerors must quote products that reflect the desired specifications outlined in the RFQ. 2. Price - Offerors must include all applicable costs to include shipping costs to Bethesda, MD 20817. Questions/clarification regarding this solicitation must be submitted via email to michael.bonaiuto@navy.mil and gary.whitney@navy.mil no later than May 09, 2018 at 11:59AM. All questions will be answered in an amendment to the solicitation. Quote packages are due by May 14, 2018 by 11:59PM. Late quotes will not be considered. Quote packages should contain a cover sheet that provides the following information: a) Official Company Name; b) Point of Contact including name and phone number; c) Cage code/DUNS number. Amendment 05/07/2018 The following questions have been raised about Solicitation N0016718Q0054, and will be answered below. Q: Who should the quote be sent to? Is the quote to be sent via email? A: Correct, the quote should be sent to the e-mails listed above for Michael Bonaiuto and Gary Whitney. Q: Are there specific government forms you would like us to complete and submit with our proposal response? A: In addition to your quotation document, please fill in all required fields in the solicitation document, and CDRL A001. Q: What specific data do you want to see in the price proposal? A: Firm fixed price quotation in relation to each required test. Q: There seems to be a conflict between item 6. Travel and Item 9. Technical Conference/ Meetings. Is travel required for face to face meetings? If so, how many trips do you expect and what is the meeting location? A: Refer to section 9 of the statement of work on the requirement of telephone conferences. Q: Are you able to provide a copy of CDRL A001 as this details the deliverable requirements? A: CDRL A001 has been attached to the FBO listing as of 05/07/2018. Q: Should tests listed in Section 3.0 "Scope of Work" be included in the quote even if they are not listed as part of the Line Items on Page 4 of 21? A: Yes. Please refer to Statement of Work for details, and read below for clarification of required line items. Q: Please clarify what sections of DDS-078-1 should be quoted. A: Sections 4 and 5. Q: Please confirm whether or not subcontracting will be allowed. For example some of the methods included in MIL-DTL-24643C are not fire tests and cannot be conducted at our facility. A: At your discretion. Q: ASTM E662 and ASTM E800 are listed together in the table in the Scope of Work section, but Item 0002 only refers to ASTM E662. Should pricing be including for both methods or only ASTM E662? A: The tests ASTM E662 and E800 are to be performed together six times. Please price them together as one item. Q: Please clarify if Fed-STD 501a Method 6411 should be quoted as this apparatus requires the use of an asbestos board which we are prohibited from using. A: Other than the third line item, ASTM E663/E800 on the Statement of Work, any lines that list multiple tests only require you to quote a single test, not all of them. If you cannot preform one of the possible listed items, quote on another.
