- Contract Terms and Conditions NARA Terms and Conditions Shipping Instructions Specifications Schedule of Prices National Archives and Records Administration (NARA) DESCRIPTION/Specification for oversize map and plan folders This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is 88310318Q00037 and is issued as a Request for Quotation (RFQ). This request does not commit the Government to pay any costs incurred in the preparation or the submission of this quotation or to contract for supplies or services. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-97 effective Jan 24, 2018. This is a fixed price Indefinite Delivery Indefinite Quantity (IDIQ) contract, requirement under NAICS 322219, Other Paperboard Container Manufacturer. This IDIQ contract has fixed unit prices with a base year of twelve (12) months plus four (4) twelve (12) month option years. Schedule of Prices see Attachment 1. Specifications/Drawings see Attachment 2. Shipping Destination see Attachment 3. Addendum to FAR 52.212-4 see Attachment 4. Full Text FAR 52.212-5 see Attachment 5. The following clauses and provisions are incorporated and are to remain in full force in any resultant fixed price contract and associated delivery order: FAR 52.212-1, Instructions to Offerors-Commercial Items (Jan 2017) Addendum to FAR 52.212-1, Instructions to Offerors-Commercial Items (Jan 2017) Paragraph (c) is changed to read: Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 90 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation. Delete Paragraph (h), Multiple Awards; EVALUATION - The Government reserves the right to award without discussions. Award will be made to the offeror whose quotation in response to the RFQ will be the most advantageous to the Government. Best value for this award will be obtained through a lowest price technically acceptable evaluation. For evaluation purposes, the fixed price for each Contract Line Item Number (CLIN) will be determined by multiplying the fixed unit price by the maximum quantity of units, and the total fixed price will be determined by summing the fixed price of all CLINs (base and option years). FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (Nov 2017) - The offeror shall complete only paragraphs (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site located at http://www.sam.gov/portal. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (u) of this provision. QUESTIONS: Questions regarding this solicitation must be submitted in writing to Sheila Drumheller no later than 12:00 PM EST on May 16, 2018 to be considered. Please allow one extra business day for delivery and receipt if quotation is sent via e-mail, as the e-mail will need to pass through IT security. Telephonic responses will not be processed. RFQ CLOSING DATE: Quotations must be received by 12:00 PM EST on May 30, 2018. Late quotations will be handled in accordance with FAR 52.212-1. Contractors submitting quotations via e-mail are cautioned to allow one extra business day for delivery and confirm receipt of quotations as the e-mail will need to pass through IT security.
