- SOURCES SOUGHT NOTICE FEDERAL AVIATION ADMINISTRATION WILLIAM J. HUGHES TECHNICAL CENTER SUPERFUND ENVIRONMENTAL REMEDIATION SERVICES Description: THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT. NO CONTRACT WILL BE AWARDED AS A RESULT OF THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COST ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW-UP REQUESTS. The anticipated North American Industry Classification System (NAICS) code for this procurement is 562910 (Remediation Services). The Federal Aviation Administration, William J. Hughes Technical Center (Center) is seeking interest and capability statements from vendors that can provide Superfund Environmental remediation services in accordance with the Comprehensive Environmental Responsibility, Compensation and Liability (CERCLA) Act - more commonly known as Superfund. All work shall be performed in accordance with applicable U.S. Environmental Protection Agency (USEPA), New Jersey Department of Protection (NJDEP), and local regulatory requirements. Site activities require personnel be trained according to Occupational Safety and Health Administration (OSHA) Hazardous Waste Operations and Emergency Response (HAZWOPER) requirements (including 1910.120 and 1926.65). The grounds and waters of the FAA, William J. Hughes Technical Center, located at the Atlantic City International Airport constitute the majority of the watershed for the Atlantic City Municipal Utilities Authority (ACMUA). ACMUA provides drinking water to the City of Atlantic City and nearby onshore communities. Both surface water and groundwater are used for this purpose. In 1985, the ACMUA well field was in the process of being located on the Technical Center, it was then the NJDEP issued the Technical Center an Administrative Consent Order for contamination of several areas on the property. The Center was listed on the National Priority List (NPL) of Superfund sites in 1990. Then in 1993, a legally binding Federal Facility Agreement (FFA) was signed between the USEPA and FAA for conduct of the Superfund remediation activities at the FAA Technical Center. This requirement is for all aspects of Remediation Services related to Superfund cleanup only. Major programmatic deliverables required as part of this contract include: Health and Safety Plan Field Sampling Plan - Quality Assurance Plan (FSP-QAP) Remedial Action Construction for soil and groundwater projects System Shakedown for newly constructed groundwater remediation systems Complex groundwater and plume modeling Geographic Information System (GIS) mapping, modeling, and database management using tools such as ESRI ™s ArcGIS, EarthSoft ™s EQuIS and C Tech Development Corporation ™s Earth Volumetric Studio (EVS) software. Laboratory Analytical Data Services Quarterly Groundwater Monitoring and Reporting Operation and Maintenance (O&M) of groundwater remediation systems that require NJDEP Industrial Wastewater licensed operators (N-4) and includes the following treatment technologies: granular activated carbon (GAC), greensand filtration, flocculation/clarification, air stripping, and organic clay filtration Compliance with the Federal Facilities Agreement and Records of Decisions (RODs) Underground Storage Tank (UST) Veeder-Root system monitoring, maintenance, and reporting Environmental Monitoring Provide a narrative statement of qualifications/capabilities in dealing with a requirement of this magnitude in response to this sources sought notice. Responses shall not exceed (10) pages.
