1305M218QNWWE0005 This solicitation is being issued as Request for Quote (RFQ). Written quotes are being requested. This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Part 13, Simplified Acquisition Procedures as supplemented and FAR Part 12 Commercial Items with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested. This is a solicitation from the United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division-Kansas City (EAD-KC), 601 East 12 th Street, Room 1734, Kansas City, MO 64106. The requirement is to provide the following items: Ø Half-Wave Dipole, o Type “N” Female Connector with mounting hardware to affix antenna to customer supplied 2.375 to 4.5 inch OD Pipe/Mast o Broadband 146-174 Mhz, 2 DB Gain o 450 Watts Input Power Rating o 50 Ohm o Scala P/n HDB-155 o Qty: 62 All items shall be delivered to the U.S. Department of Commerce/NOAA/National Reconditioning Center located at 14200 Merritt Rd., Grandview, MO 64030 This RFQ and the following incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-97. This procurement is a unrestricted and the associated NAICS code is 334220 with a size standard of 1,250 employees. Brand Name Justification: This acquisition is proposed to be limited to a sole brand name for Scala brand dipole elements and model number Dipole Antenna, HDB-155 which are a component of the 4 bay and 8 bay antenna systems used by the NOAA Weather Radio (NWR) program, for upgrading and extending service life of the system. The HDB-155 is required because the dipole assemblies being procured must be form, fit, function and environmentally compatible with the other NWR antenna elements already installed at fielded sites. The original equipment (Scala HDB-155) was subjected to, and required to meet stringent qualification and environmental testing. Acceptance of any item other than the Scala brand would require additional extensive testing and qualification by the NWS. These antenna elements will be procured on a firm fixed price basis. EAD-KC requires that all contractors to be eligible for award, the quoter must be registered in the System for Award Management (SAM.gov) database and complete the “Core Data”, “Assertions”, “Representations and Certifications”, and “Points of Contact”. No award can be made to a company not registered in SAM.
