IDIQ-ZOOPLANKTON&LARVAL ANALYSES: This synopsis is for commercial services IAW FAR 5.2, required by the USGS California Water Science Center, Sacramento, CA 94025 for an ID/IQ Contract for the analysis of zooplankton, fish larval, and individual adult and juvenal gut content taken from the San Francisco Bay Estuary and the Sacramento-San Joaquin River Delta. Anticipated release date for the RFQ is 05/09/2018. This is a 100% Small Business Set Aside opportunity The solicitation number is 140G0318Q0081. The Government anticipates award of a commercial. Firm Fixed Price type, ID/IQ Single Award Contract using the procedures for FAR 13.5 ¿Simplified Procedures for Certain Commercial Items ¿ and the procedures of FAR Part 12, entitled, ¿Acquisition of Commercial Items ¿. Zooplankton samples. a. The overall ¿biovolume ¿ of a sample is to be recorded. This constitutes the volume of a sample consisting of zooplankton and all other material that has settled to the bottom of a sample jar. b. Zooplankton samples to be processed following the methods of Beaver et al. (2014), including any necessary modifications for local taxa. The basic method is as follows: Zooplankton samples will be analyzed using the Utermohl technique with a minimum count of 200 organisms. Counts to be made at 100x magnification, and population densities to be estimated as numbers L-1, based on the volume of water sampled. Dry body mass [ µg dry mass (dm)] to be calculated from published length ¿mass relationships and overall biomass estimated ( µg dm L-1) based on the volume of water sampled. Ten specimens to be measured for common species but as few as one for rare taxa. 2.Larval fish samples. a. The overall ¿biovolume ¿ of a sample is to be recorded. This constitutes the volume of a sample consisting of fish larvae and all other material that has settled to the bottom of a sample jar. b. Fish larvae are to be sorted from debris and other items in a sample. Macroinvertebrates or other notable biota should be retained in the sample and may also potentially be processed. c. In the majority of cases, the entire sample of fish larvae is to be processed. In some cases, a subsample may be processed pending consultation with the USGS technical liaison. d. Individual larvae are to be identified to the species level. Lower levels of taxonomic resolution are allowable in some cases pending consultation with the USGS technical liaison. e. Specific QA/QC protocols are required to ensure correct species identification, especially for fishes of the family Osmeridae. Individual fish larvae of the family Osmeridae will be returned to the USGS for more detailed identification. f. Life stage to be recorded. g. Length to the nearest 0.1 mm to be recorded. A subsample of fish larvae may be measured when large numbers of individuals are present in a sample. Subsampling should be done in consultation with the USGS technical liaison. h. Fish larvae are to be retained after processing for potential gut content analysis, confirmation of species identification or other purposes. Fish larvae may not be disposed of without express written consent of the USGS technical liaison. 3. Larval fish gut contents. a. Gut contents of individual fish larvae are to be processed in a manner consistent with the zooplankton samples. b. The specific individual fish larvae from a sample that are to be processed for gut contents will be determined in consultation with the USGS principle investigator. c. All gut contents are to be identified to the lowest practical taxonomic level. d. All available methods should be employed to avoid or minimize categorizing gut contents as ¿unidentified. ¿ e. In the majority of cases, all individual items in a gut should be processed. In some cases, a subsample may be processed pending consultation with the USGS technical liaison. f. Dry body mass [ µg dry mass (dm)] of prey items to be calculated from published length ¿mass relationships. 4. Juvenile and adult fish gut contents. a. Gut contents of individual juvenile and adult fish are to be processed in a manner generally consistent with the larval fish gut contents. b. All gut contents are to be identified to the lowest practical taxonomic level. c. Individual prey items should be measured and a volume or weight obtained. Measurements of individual prey items should be made such that the fresh, undigested size of an eaten prey item can be ascertained. d. All necessary methods should be employed to avoid or minimize categorizing gut contents as ¿unidentified. ¿ For example, such methods may include the use of diagnostics bones and other structures to identify fish prey to the lowest practical taxonomic level. e. In the majority of cases, all individual items in a gut should be processed. In some cases, a subsample may be processed pending consultation with the USGS technical liaison. g.
