- Agency: Department of the Army Office: U.S. Army Corps of Engineers Location: USACE District, Fort Worth FOR Goodfellow Air Force Base: This request for proposal (RFP) will be competed Unrestricted, Design Bid Build Construction contract for a new Structural Burn Wet and Dry Trainer at Goodfellow AFB (GAFB), Texas near San Angelo. Construction also includes vertical and horizontal Demo required for the Wet Trainer and pavement Demo required for the Dry Trainer. The existing Wet Training facility was built in 1993 as part of the fire school relocation to GAFB. The Dry Training facility was built in 2003 as part of the post 9/11. These structures are at the end of their life cycle due to daily student wear and tear, effects of fire hose/sprinkler training objectives, and from environmental factors in the arid climate of West Texas. Previous inspections have revealed major structural problems. Annual maintenance cost has become significant. These facilities are no longer economically feasible to sustain and operate. DFARS 236.204 Disclosure of the magnitude of construction project (ii) between $1,000,000 and $5,000,000. The RFP solicitation is anticipated to be issued on or about 27 May 2018, and offers will be due on or about 30 July 2018. No public bid opening procedures are applicable for this solicitation. A firm-fixed price contract is anticipated to be awarded using Lowest Price Technically Acceptable evaluation criteria. Anticipated contract award date on or about 30 September 2018. Anticipated project completion date is June 2020. The use of the website requires prior registration at www.fbo.gov/. Plans and specifications will not be made available in paper format or on compact disc. It is the Offerors responsibility to monitor the FedBizOpps web site for amendments to the solicitation. You must be registered with the System Award for Management (SAM), to receive a Government contract award. You may register with SAM at https://www.sam.gov/. The Government reserves the right to use only the Internet as notification of any amendments to this solicitation. It is the offerors responsibility to view the Fed-BizOpps website daily for amendments to the solicitation.
