- NOTICE OF INTENT TO ISSUE A SOLE SOURCE CONTRACT FOR OFFSHORE SATELLITE SEA-SURFACE SEEP STUDY DATA ATLANTIC OCS WITH CGG SERVICES (UK) LIMITED This Notice is issued in accordance with Federal Acquisition Regulation (FAR) Subpart 5.2, Synopses of Proposed Contract Actions. The U.S. Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), on behalf of Bureau of Ocean Energy Management (BOEM), Acquisition Operations Branch, is the contracting office for this procurement. The purpose of this Notice is to announce the government ™s intent to negotiate a sole source Purchase Order entitled śOffshore Satellite Sea-Surface Seep Study Data off of the Atlantic OCS ť with CGG Services (UK) Limited, CGG Crompton Way, Manor Estate, Crawley, West Sussex, RH10 9QNUnited Kingdom, based on the offeror ™s unique capability in accordance with FAR 13.106(b), only one responsible source. The Mission of the Bureau of Ocean Energy Management (BOEM) is to manage development of U.S. Outer Continental Shelf (OCS) energy and mineral resources in an environmentally and economically responsible way. The Resource Evaluation (RE) Program activities support all BOEM program areas, both energy and non-energy, through critical technical and economic analysis. The primary program objective is to identify areas of the Outer Continental Shelf (OCS) that are most promising for oil and gas development. In the Atlantic OCS region, inventorying and estimating the technically and economically recoverable volumes of undiscovered oil and gas resources are an important component of this program. The data from this project are critically important to that effort. BOEM requires CGG's NPA Satellite Mapping Sea Surface Seep Study of the US Atlantic OCS to provide additional data to aid in the identification and estimation of potential hydrocarbon resources. Deliverable products from the newly available SAR satellite data must integrate with the existing studies that are utilized by the BOEM. At the current time there are no other suitable vendors that can provide this service to the public. In addition, no other vendor could integrate with the new scenes the interpretation of BOEM ™s the currently licensed 396 scenes. It is anticipated that a Purchase Order will be issued on or before May 31, 2018, with a 12 month period of performance. The applicable NAICS code is 541360. This is NOT a request for competitive quotes. This notice of intent is for informational purposes ONLY. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
