- PWS Sources Sought Notice 1.0Description 1.1 The U.S. Census Bureau in support of the Application Development Services Division (ADSD) is seeking information on how an interested contractor could provide computer systems analysis services and maintenance support for its data warehousing/reporting and data lake systems. The work may be for new development, or modifications to existing software, or for the support of existing software. In addition to the normal day-to-day computer systems analysts' activities, the contractor shall provide related tasks, such as training, research and development, tools development, and project lead duties. 1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Census Bureau is not at this time seeking proposals and will not accept unsolicited proposals. Interested parties are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. 2.0Background The U. S. Census Bureau is the primary source of basic statistics about the population and economy of the Nation. These statistics assist the Congress, the executive branch of the Federal Government, state and local governments, the public, and the private sector in the development and evaluation of social and economic activities. The Census Bureau's major programs are the periodic censuses, Current Surveys, and a wide range of reimbursable work for other agencies. The programs cover a broad spectrum of demographic and economic statistics. To fulfill the critical and continually expanding mission to meet the data requirements of our users and to reduce growth in operating costs, we have become increasingly reliant upon information technology (IT). The importance of maintaining a state of the art capability to accomplish our mission is imperative. The computing resources enable our staff to develop, process, and maintain enormous collections of basic data about the people and economy of the Nation. ADSD of the U.S. Census Bureau has primary responsibility for establishing and maintaining the Census Bureau's capability to conduct field survey and data collection operations for multiple programs, including the Decennial Census, Econ Census, American Community Survey (ACS), and Current Surveys programs. This responsibility encompasses: •Providing innovative and practical solutions for mission-critical survey and data collection requirements •Conducting advanced and applied research of emerging technologies and commercial products that may enable increasing efficiency of field data collection/survey operations •Designing, developing, testing, and operating field support systems and applications for planning and tracking current surveys and field data collection projects •Selecting, acquiring, and managing the mobile devices used by Census Field Representatives (FRs) to conduct door-to-door survey operations across the country As the Census Bureau's principle provider of system solutions for mission-critical survey/field data collection and related activities, the ADSD is responsible for investment in the portfolio of systems and applications that support survey and data collection operations. 2.1 Delivery Period: •Anticipated dates of service: EST June 2019 - May 2024 (Base plus four option years) 3.0Requested Information Please see the attached draft Performance Work Statement for further details surrounding this request. Interested contractors should provide the following information: 1.Company Overview: a.A brief description of your company. b.Socio-economic status, business size, and size standard/applicable c.Existing Federal Supply Schedule contract vehicle(s) (e.g. - GSA, NITAAC, etc.) d.North American Industry Classification System (NAICS) codes. e.Dun & Bradstreet (DUNS) number. f.Web site address. 2.Company Capabilities a.Provide a company capability statement that highlights your experience providing the support services described in the PWS. b.Provide past performance examples of where your company has performed the below tasks. Please include the following: i.Customer name ii.Total dollar value of contract. iii.Period of contract performance 1.Developing and maintaining a Big Data platform that ingests and aggregates both structured and unstructured data from multiple system interfaces. Please identify the certifications the prime company's personnel has for the following software: a.Hortonworks HDP and HDF b.Oracle c.Tableau d.Amazon Web Services 2.Enterprise Service Bus (ESB) technologies for both outbound and inbound data transfer using a Service Oriented Architecture (SOA) for real time messaging and managed file transfers. Creating robust, enterprise class queuing systems with fault tolerance, high availability, and validation of data exchanged between systems. 3.Working with Big Data technologies to create Extract/Transform/Load (ETL) processes and data aggregations to prepare both structured and unstructured data for Business Intelligence (BI) reports, data visualizations, ad hoc querying/data analysis, and creating outputs for additional systems to ingest. 4.Designing, building, and maintaining traditional data warehouse systems and modernization efforts to migrate traditional data warehouse systems to newer Big Data technologies. 5.Securing information systems that must adhere to Federal Information Processing Standards (FIPS), NIST Special Publication 800-53, and IRS Publication 1075.. 3. Feedback: US Census Bureau is seeking potential solutions that are in line with industry standards and commercial best practices that can be implemented at the Census Bureau. Responses to this RFI must address the following questions: a.What performance measures would your company propose to monitor and determine the success of the contract/agreement? b.What would your company recommend to ensure price control and competitiveness throughout the contract? c.Please provide any recommendations (including page number and the sentence or paragraph in question) that will improve the current state of the draft PWS. What type of information do you need from US Census Bureau to submit a successful proposal? d.Preferred Contract Type 4.0 Responses 4.1 Interested parties are requested to respond to this RFI. 4.2 Responses shall be in Microsoft Word for Office compatible format are due no later than Thursday, June 7, 3:00 EST. Responses shall be limited to 10 pages and submitted via e-mail only to paul.schiele@census.gov and sean.m.krisko@census.gov. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information.
