Description
The purpose of this amendment to the sources sought is to change the reference of 5-7% to 5 -7 degrees. I have attached a revised sources sought and questionnaire. In accordance with FAR 15.201 this is a SOURCES SOUGHT FOR MARKET RESEARCH ONLY. This notice is a request for information only to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION ANNOUNCEMENT, AN INVITATION FOR BIDS, A REQUEST FOR PROPOSALS, OR A REQUEST FOR QUOTES NOR A PROMISE TO ISSUE A SOLICITATION IN THE FUTURE, AND NO CONTRACT WILL BE AWARDED FROM THIS SOURCES SOUGHT. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. No request for a bid package or solicitation will be accepted. Not responding to this RFI does not preclude participation in any future solicitation, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of interested parties to monitor these sites for additional information pertaining to this requirement. The information received will be used within the Department of the Interior, National Park Service (NPS) to facilitate the decision making process and will not be disclosed outside of the agency. A decision will be made whether to issue any potential solicitation as a competitive set-aside for Small Business, U.S. Small Business Administration (SBA) certified 8(a), SBA certified HUBZone, Women Owned Small Business (WOSB), Service-Disabled Veteran-Owned Small Businesses, Total Small Business, or whether to issue as full and open competition (unrestricted). The purpose of this Sources Sought is to gain knowledge of interested businesses that have the capability and relevant experience to provide a Rigid Hull Inflatable Boat for Canyonlands National Park. A determination by the Government to compete this requirement as a set-aside based upon responses to the notice and other market research is solely within the discretion of the Government. The information provided in the RFI is subject to change and is not binding on the Government. The Park has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as an authorization to incur cost for which reimbursement would be required or sought. All submissions will become Government property and will not be returned. 1.0 Description 1.1 The National Park Service in support of Canyonlands National Park is seeking information from qualified contractors on interest to design and build a rigid hull inflatable boat (RHIB). The boat is to be used by Canyonlands N.P. as part of its regular patrols on the Green and Colorado Rivers, which are based out of Moab, Utah. The boat is required to perform Search and Rescue, Emergency Medical, Wildland Fire and Law Enforcement incidents on 150 miles of the Colorado and Green Rivers. The flows of these Rivers can be as high as 100,000 cubic feet per second (CFS) in Cataract Canyon, some of the largest whitewater in the country; to low flatwater stretches of over 100 miles of sandbars where the channel is a mere 12" deep. As part of the patrols the boat will be used to rescue swimmers in 30' whitewater features, to night rescue incidents on very low flows running sandbars. The Park is looking to work with a boat manufacture that can provide design services and interact with Park staff to come up with a boat design that will meet the Parks needs and function as intended and then build the boat. The basic salient features of the boat that the Park is looking for are: the hull shall be approximately 22 -23 feet in length and designed for whitewater, with extra strength for rock hits, and shall be constructed of corrosion resistant marine grade aluminum that has a relatively flat bottom of 5-7 degrees progressive dead rise. The boat shall have a D shaped inflatable collar that is easily removed to facilitate cleaning of aquatic invasive species (AIS). The boat will have a center consul with open transom for pulling in swimmers. The boat will utilize a waterjet of approximate size to a Hamilton HJ 241 waterjet or equal, powered by an approximately 500 horsepower (HP) supercharged gasoline engine with an inline transmission allowing forward and reverse. To adequately perform patrols the boat will need a fuel tank of approximately 90 gallons. The electrical system will need to support numerous work lights mounted on the top and bow area. The Park will not need any navigational system as it will re-use an existing system from their old boat. The Park is hopeful that the completed boat is less than 5,000 pounds. The manufacture will also be required to provide a heavy duty trailer for the boat and deliver it to Moab, Utah. 2.0 Background 2.1 Planned Production (QTY): 1 2.2 Delivery Period: maximum one year after award The contractor must provide all labor, materials, equipment, transportation, subsistence, and other resources necessary (except as furnished by the U.S. Department of Interior, NPS). 3.0 Requested Information & Responses All interested parties should email their interest and capabilities statement to Marcia Fox, Contracting Officer, marcia_fox@nps.gov. This information will be used only to determine if there is interest by qualified firms and will not be used in award. Please limit your response to five pages or less. Only completed questionnaires will be accepted. 4.0 Industry Discussions The Park representatives may or may not choose to meet with potential offerors.
