- OR-LOOKINGGLASS FISH HATCHERY - UPGRADE HATCHERY BUILDING - The upcoming solicitation will be a SMALL BUSINESS SET ASIDE. The U.S. Fish and Wildlife Service (USFWS) - Contracting and General Services (CGS) Region 1, located at 911 NE 11th Avenue; Portland, OR 97232 intends to issue an Invitation For Bid for a firm fixed-price non-commercial items construction contract for upgrading the hatchery building located at Lookingglass Fish Hatchery, Elgin, Oregon 97827. The magnitude of this construction project is between $250,000 and $500,000. The NAICS code is 236220 and the small business size standard is $36,500,000. One or more of the items under this acquisition is subject to World Trade Organization Government Procurement Agreement and Free Trade Agreements. The basis of award will be based on the lowest responsive bid pursuant to FAR Part 14 and result in an award to the responsible bidder pursuant to FAR subpart 9.1. The solicitation is anticipated to be issued on or about 5/30/2018, with an anticipated bid due date approximately 30 days after. Award is expected to be made within 4 weeks of the bid due date. The performance period of the resulting contract will be from issuance of the Notice to Proceed through the number of days specified in the solicitation (Anticipated 120 days) All responsible small business sources may submit a bid which shall be considered by the agency. To be considered for award, interested contractors must be registered in the System for Award Management (SAM) database at (https://www.sam.gov) by the time an award decision is necessary.
